Position Information
Please note: This is currently an overstrength position expected to last up to 3 years. This position is currently eligible for all County-provided benefits.

The Department of Technology Services is seeking a Program Manager to lead the selection of a Systems Integrator vendor and implementation of a new Cloud-based Enterprise Resource Planning (ERP) system. This new system will replace the County's current system for processing, tracking and managing data for critical human resources, finance, and procurement transactions. This position will also manage County and contracted staff on work related to the system's development, design, configuration, implementation, conversion, change management, communications, testing and integration with other applications. Additionally, this position will report to a Sponsor Committee that includes the Chief Information Officer, the Director of the Human Resources Department (HRD) and the Director of the Department of Management and Finance (DMF).

Specific duties include:
  • Serving as the primary project manager for implementation of the Cloud ERP system, includes coordinating the work of the selected software vendor and the external integration firm;
  • Liaising with and developing partnerships between DTS staff and the end user development staff from HRD and DMF to ensure mutual support and effective communications throughout the project lifecycle;
  • Working with project sponsors, County leadership and staff, consultants and vendors to identify/define user requirements and design a solution to support the requirements;
  • Developing project plans for all phases of the project and managing tasks and resources associated with each phase;
  • Developing project timetables and tracking and reporting on project milestones and status to the Sponsor Committee;
  • Managing organizational change management as a result of new business processes and the new Oracle system;
  • Preparing and documenting requirements and scope of work to support the request for proposal (RFP) process for the initiative;
  • Managing the project budget; and
  • Assigning tasks and providing professional mentorship and guidance to team members.

Selection Criteria
Minimum: Bachelor's degree in Business Administration, Information Technology, Computer Science, or a related field, and substantial experience delivering and managing large-scale business system integration programs including ERP implementations, e-commerce and e-business implementations as well as coordinating or supervising the work of others.

Substitution: Additional qualifying experience may substitute for the education requirement on a year-for-year basis.

Desirable: Preference may be given to candidates with one or more of the following:

  • Master's degree in Business Administration, Information Technology, Computer Science, or a related field;
  • PMP or PMI certification;
  • Significant understanding of budget, accounting, accounts payable, purchasing, payroll, benefits, timekeeping, HR classification and other such business functions related to Finance and Human Resources;
  • Documented experience as a senior or mid-level manager for successful, lifecycle ERP implementations of a Tier 1 ERP application, particularly, experience in implementing one or more of the following ERP applications in the last 5 years (i.e. Oracle Cloud, Workday, or SAP);
  • Experience working and communicating with various levels both within and outside an organization including top management, executive sponsor committees, technical IT staff, first-level end users; and/or
  • Demonstrated understanding of business concepts with the ability to present and sell complex technical solutions to senior management and to the user community at large.
