Job Announcement

The Utilities Design and Construction Division, Streetlights and Developer Default Branch , in Capital Facilities (CAP) is seeking a civil engineer, structural engineer, mechanical engineer or electrical engineer acting as the owner's representative to manage and lead day-to-day operations of the varied, complex, and ever-expanding county Streetlight Program and the Developer Default Program to include all required design and construction management activities. Fairfax County Streetlights has the largest municipal streetlight inventories in Virginia with over 60,000 streetlights in the CAP inventory. The Streetlight Branch boasts a top-notch team of specialized Streetlight Illumination Engineers that provides photometric design and review to support many agencies within Fairfax County and other State Agencies. Also develops recommendations for the annual streetlight budget. Oversees the Developer Default Program which boasts a specialized team of engineers and construction managers to complete bonded Developer Default projects in order to get associated public roadways into the VDOT state system for maintenance. This position develops and implements management and strategic initiatives related to safety, project delivery, customer service, and other business area issues. Provides Branch-wide focus on customer service and meeting the needs of all customers, attends progress meetings, tracks project schedules, budgets, and overall project delivery. Works with members of the Board of Supervisors, other county agencies and state/federal agencies to build alliances and improve collaboration. Must be certified, trained, and prepared to assist DPWES in emergency situations and report to the County's Emergency Operations Center (EOC) as needed to support DPWES Emergency Response and Recovery. Candidates must have excellent written and verbal communication skills.

Manages and leads a team of engineers, project and construction managers and engineering technicians for the Streetlight and Developer Default Branch.

Responsible for the daily operation of the Streetlight Program as follows:
  • Coordinates and completes plan review for all new development plans submitted in the county to ensure streetlights installations meet all Local and State requirements.
  • Streetlight coordination with Dominion Energy Virginia (DEV) and NOVEC related to cost estimate preparation, authorization to proceed with construction, customer billing and payment of bills.
  • Acts as liaison with DEV and NOVEC in the final design of all light fixtures and poles to include field inspections for confirmation of proper installation.
  • Represents the County in working with senior level representatives from DEV and NOVEC to resolve policy level issues related to streetlights.
  • Manages the GIS Streetlight layers for the CAP streetlight inventory.
  • Manages, projects funding, and assists in the preparation of the streetlight annual budget.
  • Coordinates with FCDOT and VDOT to replace/relocate existing streetlights that are removed with new road projects.
  • Directly involved in establishing the Public Facilities Code requirements for streetlights and establishing guidelines for streetlight and pedestrian walkway design in urbanized areas throughout the County.
  • Over 5 years of streetlight photometric design and review experience.
  • Experience with new LED streetlight technology and evaluating manufacturing product specifications for streetlight fixtures and products.
Extensive experience as a Fairfax County Reviewing Engineer as follows:
  • Coordinates and completes engineering reviews of detailed residential and commercial land development projects in the County.
  • Familiar with County plan submittal process from initial plan submittal through construction and final bond release. Understands the developer default process.
  • Coordinates with the Board of Supervisors, LDS, County Attorney, FCPS, FCPA, FCDOT and other agencies to facilitate and resolve issues related to their specific department or concern.
  • Understands, is familiar with, and uses the ePlans and PAWS system to access LDS information related to any development plan.
Knowledgeable of the Developer Default Program as follows:
  • Understands that the goal of the Program is to close developer default projects to eliminate County responsibilities.
  • Understands and has experience in all design, review and construction activities required to fully complete Default projects; includes scoping, bidding, inspection, and payment for work.
  • Understands and is familiar with the VDOT Secondary Street Acceptance Process
General:
  • Coordinates and implements the Board of Road Viewers (BORV) Program amongst VDOT, the County, and the BORV members to establish recommendations and priorities to gain VDOT acceptance of roads currently maintained by the County.
  • Responsible for overall personnel management of all branch employees.
  • Reports to the County’s Emergency Operations Center (EOC) as needed to support DPWES Emergency Response and Recovery.
  • Plays a lead role in providing strategic leadership for ongoing process improvement and organizational development, safety training and awareness, employee development, quality assurance and environmental stewardship.
Duties are performed under the general supervision of the Director of Utilities Design and Construction Division.

Employment Standards

MINIMUM QUALIFICATIONS:
Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architecture field; plus five years of progressively responsible professional experience in the appropriate engineering or architectural field.

CERTIFICATES AND LICENSES REQUIRED:
  • Valid driver's license.
  • Possession of a valid Virginia Professional Engineer or Architect license.
An individual who possesses a valid Professional Engineer or Architect license in another state will be granted a temporary exemption to this requirement pending the Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers & Landscape Architects decision regarding that individual's application for reciprocity.

Please note that if the selected candidate is licensed in another state, they will be required to obtain a Virginia PE or RA license through the reciprocity process within twelve (12) months of the award letter date as a condition of employment.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, credit check, and driving record check to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. PREFERRED QUALIFICATIONS:
  1. Five years or more of supervisory experience.
  2. Five years or more of experience in the local, federal, and/or state building and site development codes.
  3. Extensive experience in Streetlights in the field of Illumination Engineering to include practical experience in photometric design and review.
  4. Possesses a thorough knowledge and understanding of the Fairfax County Land Development process and VDOT street acceptance process that is required for all land development projects. Possesses the ability to creatively resolve unique Developer Default issues associated with projects that have been turned over to the County to complete.
  5. Possesses strong computer skills to include Microsoft Office Suite and ArcView for GIS applications.
