Responsibilities

1. Serves as a Technical Advisor for the development of strategies policies, programs, and partnerships to further the DoD's artificial intelligence mission.

2. Leverages best practices from industry and academia, to provide thought leadership, technical advisement and consultation to the JAIC for the development and coordination of innovative strategies, policies, and initiatives advance National and DoD artificial intelligence objectives.

3. Maintains cognizance of relevant public policy artificial intelligence trends and developments. Analyzes complex and highly visible legislative and regulatory changes that have an impact on the Department's artificial intelligence mission, accounting for issues such as technical feasibility, regulatory limitations, and intangible political considerations for DoD and national mission initiatives.

4. Provides technical recommendations and guidance for responding to complex artificial intelligence issues.

5. Develops reports that reflect an in-depth analysis and interpretation of policy matters involving relevant data science, and artificial intelligence issues.

6. Presents expert analysis, as well as advice to senior leadership on the impact of highly visible or controversial artificial intelligence policy actions.

7. Provides technical expertise and advisement for the development and coordination of DoD issuances, Secretary of Defense guidance memoranda and provides input to other strategic documents, such as Defense Planning Guidance, on artificial intelligence technical policy, ethics, standards, and other issues as appropriate.

8. Provides technical expertise for the development of policies governing technical standards for AI in the areas of data management, Artificial intelligence safety, security, assurance, test and evaluation, and verification and validation of algorithms.

9. Develops and coordinates DoD positions in support of interagency policy meetings on matters pertaining to artificial intelligence and machine learning, including White House-led meetings.

10. Builds linkages and fosters joint projects and efforts of mutual interest across the Government, Academia, and Industry.

11. Serves as a technical expert in AI technical standards working groups across the DoD, US interagency, and the international community.

12. Performs other duties as may be assigned by the JAIC Deputy Director and Directorate Director.

Qualifications

In order to qualify for this position, you must meet the requirements described below.

Basic Requirements:

For the AD-801 and AD-854 Professional Engineering Series:
Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statistics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
- Professional registration
- Written Test
- Specified academic courses
- Related curriculum - With this criteria, applicants also need verification of employment from a supervisor stating you have performed professional engineering duties.

For the AD-1515 Operations Research Series:
Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

For the AD-1529 Computer Science Series:
Degree: that included 24 semester hours of mathematics and statistics, of which at least 12 semester hours were in mathematics and 6 semester hours were in statistics.
OR
Combination of education and experience -- at least 24 semester hours of mathematics and statistics, including at least 12 hours in mathematics and 6 hours in statistics, as shown in A above, plus appropriate experience or additional education.

For the AD-1550 Computer Science Series:
Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.

TQ 1: Demonstrated knowledge of and experience addressing current artificial intelligence public policy trends and issues across Industry and/or Academia.

TQ 2: Extensive knowledge of artificial intelligence and data science concepts, methodology, techniques, and technologies.

TQ 3: Industry executive-level experience leading the coordination of strategy, policy development and implementation of Enterprise-wide artificial intelligence and machine learning initiatives.

TQ 4: Demonstrated leadership and collaboration with a wide range of internal and external senior level/key officials across Industry and Academia on complex and controversial issues concerning artificial intelligence and machine learning program s.

TQ 5: An exceptionally strong understanding of relevant Artificial Intelligence developments in industry, academia, government, with our allies and partners, and with our adversaries. Ability to apply this understanding to inform DoD artificial intelligence and machine learning strategies, roadmaps, policies, and key decisions.
