Summary

Copyright is a form of legal protection provided by the laws of the United States (Title 17, U.S. Code) to authors of literary, dramatic, musical, artistic, and other works. The Receipt Analysis and Control Division is responsible for the intake and initial processing of service requests and other requests arriving by mail, processing of fees, and out-processing of completed requests. The position, Library Technician (Copyright), reports to the In-Processing Supervisor.

Responsibilities

In-Processing staff creates the service request tracking record in the eCO system, scanning registration materials, marking, tagging and forwarding deposits, placing scanned materials in temporary storage and forwarding unscanned materials for further processing.

While performing daily activities, the incumbent is responsible for ensuring proper handling and security of all Library and Copyright Office material.

The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area.

The incumbent of this position will work a flextime work schedule.

This is a non-supervisory, bargaining unit position.

Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement.

Interprets and applies established criteria in clearing items for registration by the RRP Division through analyzing, scanning and processing incoming service requests.

Independently creates or updates service requests in the Copyright Office online system. Receives pre-sorted service requests and other written communications received within the Copyright Office. Prepares the system for ingestion of a group of service requests by identifying and keying specific parameters for the type of service request to be processed.

When processing new claims, assures that the request is complete and that all items are undamaged Damaged items or those missing an application or deposit copy are forwarded without processing to the Triage area or the Incomplete Claims Handling Area of the Out Processing Section. If an application is a Form CO, examines each page prior to scanning to determine if it may be scanned utilizing 2-D technology or as a paper form. Identifies cover letters and other accompanying material as correspondence and scans. Accessions deposit materials by applying unique barcode labels, security targets, and Library ownership edge stamps (when applicable). Enters a description of each deposit by selecting from a pick list and links the barcode on the deposit to the record.

Determines if the service request contains one or more checks, money orders, or currency, and indicates in the system the type of payment submitted. Places a barcode on each check or money order and enters the payment type and amount into the system, checking to ensure that the system captures the data correctly. Examines the quality of digital images and re-scans contents, as necessary Separates scanned items, logs them and places them in a temporary storage container.

Performs searches that are of a difficult nature and often are made from fragmentary information as necessary to link items received independently to an ongoing service request record. Processes replies to correspondence regarding one or more service requests. Searches the system to determine information not included by the remitter, such as a correspondence ID number, service request number, title of work, service request ID, etc. Searches the system to locate deposits, applications, and correspondence needed for further or corrective action.

Follows well-established procedures and specific instructions from the supervisor, and uses a variety of interrelated steps and procedures to process and transfer currency, checks, and credit card information. Following written guidelines follows separate and specific actions for receipt of checks and currency. Carefully reviews applications and correspondence to assure that any credit card or other confidential information is redacted before being scanned. With respect to deposit copies, applies Item Barcode Accession Labels (IBALs) according to the specified requirements for each format received and records this information in the system.

Selects appropriate security target for the item type, and inserts or affixes it appropriately according to guidelines. Correctly identifies high risk deposits and secures them throughout ingestion. Generates reports specifically identifying the high-risk items to accompany these submissions through all delivery points. All book format deposits are stamped with and edge stamp.
