Responsibilities

Major Duties and Responsibilities (MDRs)
  • Lead, plan, and conduct inquiries into possible violations of laws, rules and regulations, mismanagement, fraud, gross waste of funds, and abuse of authority within the Office of the Director of National Intelligence (ODNI) and outside the ODNI if the violation relates to the Intelligence Community (IC) at-large and falls within the Director of National Intelligence's (DNI) authorities and responsibilities.
  • Develop and implement investigative plans for complex investigations and projects by framing the allegation(s), determining elements of proof, and identifying investigative tasks.
  • Initiate the development and implementation of strategies for gathering and analyzing information and/or evidence, to include interviewing key individuals, administering warnings, oaths, or affirmations, collecting and analyzing high volumes of information, maintaining the chain of custody for evidence, and drafting and serving subpoenas.
  • Make initial recommendations to ODNI and IC senior leaders regarding actions they should take to address violations of law, regulations, and other serious problems, abuses, or deficiencies.
  • Lead, plan, prepare, and present written documents that include reports of investigation and memoranda to management, and develop and present oral briefings for senior leaders regarding findings and the status of complex or sensitive investigations.
  • Monitor the progress of corrective measures taken by senior ODNI and IC leadership, and provide expert advice and innovative solutions to senior officials regarding the implementation of recommendations.
  • Provide ODNI and IC leadership with expert advice and counsel on the development of ODNI policies that are designed to prevent and detect violations of laws, rules and regulations and fraud and abuse.
  • Draft and support the development and presentation of briefings that keep the DNI fully informed of fraud and other serious problems, abuses, and deficiencies relating to the administration of ODNI's programs.
  • Lead, plan, and conduct investigations of complaints and other information indicating possible abuse of civil liberties and privacy in the administration of ODNI's programs and operations, as referred by the Civil Liberties Protection Officer.
  • Assist and cooperate with joint investigations with the Department of Justice and other Federal agencies regarding alleged violations of criminal law involving ODNI programs, operations or employees, in coordination with ODNI's Office of the General Counsel.

Mandatory Requirements
  • Knowledge of the ODNI, Intelligence Community, and ICIG mission and responsibilities.
  • Demonstrated ability to lead an investigative team, develop investigation plans, conduct highly complex investigation projects, and write reports to substantiate findings.
  • Demonstrated ability to exercise sound judgment and form objective conclusions/recommendations based on empirical facts, evidence, and other pertinent information.
  • Analytical and critical thinking skills, including the ability to think strategically, identify needs and requirements, and develop recommendations based on qualitative and quantitative data.
  • Demonstrated ability to examine information, identify problems, uncover root causes, develop findings and leads, and make cogent, actionable recommendations.
  • Interpersonal and negotiation skills, including the ability to interview, elicit information via purposeful conversations, negotiate, brief senior officials, and work effectively, independently, and in a team or collaborative environment.
  • Strong oral and written communication skills and corresponding ability to produce clear and logical reports.

Experience
  • Five years of experience serving as an IG Investigator, or as an Investigator or Agent with another law enforcement agency, and must have served at least one year of specialized investigative experience at a level of difficulty and responsibility equivalent to the GS-13 grade.
  • The IC IG is especially interested in candidates possessing skills and experience investigating matters related to the following areas of expertise:
  • Cyber Crimes
  • National Security
  • Public Corruption Crimes
  • Counterintelligence
  • Unauthorized Disclosures
  • Procurement and Contract Fraud
  • Insider Threat
  • Complex Financial Crimes
  • The IC IG is also seeking Investigators with federal criminal investigations experience, trial experience and liaison relationships with United States Attorney's Offices.


Qualifications

Position Information
This is an opportunity for:
  • An internal or external candidate to fill a GS13 cadre position.
  • A Federal Government employee to serve on a two-year reimbursable detail assignment in the ODNI. The detail assignment may be extended an additional year if all parties agree.
Who May Apply
Current GS employees at the same grade as the advertised position or one grade below the advertised position grade may apply.
Former members of the Peace Corps may be considered for ODNI employment only if five full years have elapsed since separation from the Peace Corps.
  • For a cadre assignment:
    • Current ODNI permanent cadre.
    • Current Federal Government employees. (Current GS employees at the same grade or one grade below the advertised position grade may apply.)
    • Candidates outside the Federal Government.
  • For a detailee assignment:
    • Current Federal Government employees at the same grade or one grade below the advertised position grade may apply.
Salary Determination
  • The ODNI uses a rank-in-person system in which rank is attached to the individual. A selected ODNI candidate or other Federal Government candidate will be assigned to the position at the employee's current GS grade and salary.
  • A current Federal Government employee, selected for a detail, will be assigned to the position at his or her current grade and salary.
  • For a selected non-Federal Government candidate, salary will be established within the salary range listed above, based on education and experience.
Component Mission

The Inspector General (IG) conducts, supervises, and coordinates inspections, audits, investigations, and reviews relating to the programs and operations over which the Director of National Intelligence has authority and responsibility.

The Intelligence Authorization Act for Fiscal Year 2010 established the Office of the Inspector General of the Intelligence Community within the Office of the Director of National Intelligence. The ICIG's mission is to provide independent and objective oversight of the programs and activities within the responsibility and authority of the Director of National Intelligence, to initiate and conduct independent audits, inspections, investigations, and reviews, and to lead and coordinate the efforts of the Intelligence Community Inspectors General Forum. The ICIG's goal is to have a positive and enduring impact throughout the Intelligence Community, to lead and coordinate the efforts of an integrated Intelligence Community Inspectors General Forum, and to enhance the ability of the United States Intelligence Community to meet national security needs while respecting our nation's laws and reflecting its values. The Forum consists of the twelve statutory and administrative Inspectors General having oversight responsibility for an element of the Intelligence Community. The Chair of the Forum is the Inspector General of the Intelligence Community.

Education

Education: Bachelor's Degree from an accredited institution or 7 years of relevant experience.
