Responsibilities

This position is located in the Assistant Administrator for NextGen, ANG-1; Portfolio Management & Technology Development Office, ANG-C; New Entrants Division, ANG-C2; Unmanned Aircraft Systems R&D Portfolio Branch, ANG-C21.The mission of the New Entrants Division is to collaborate and coordinate with research organizations, industry, and academia to evaluate advanced concepts and proposed solutions through joint research and development projects supporting NextGen, National Airspace System (NAS) Enterprise Architecture, core research and development programs, and other FAA goals and objectives. The incumbent of this position is a General Engineer in the Unmanned Aircraft Systems R&D Portfolio Branch which is charged with conducting research to support the safe and efficient integration of UAS into the National Airspace System.

Performs multiple, varying, and complex assignments and plans the implementation of projects/programs under limited direction of a manager, project/program manager, or more experienced engineer. May act as a contributing specialist on large work activities or as a team leader for single or small work activities.

Applies experience and advanced knowledge of engineering principles, theories, and concepts applicable to his/her discipline to accomplish assignments and to develop plans and techniques to improve programs and policies. Supports the Division with the definition, cost estimations, project management and execution of air traffic operations, and UAS research and development to meet sponsor requirements related to aviation safety.

Understands how his/her technical area interacts with or is affected by other disciplines and considers the objectives of the major subdivision and LOB/SO when developing, integrating, and implementing solutions to diverse, complex problems. Defines, plans, and organizes assigned resources to accomplish organizational objectives. Allocates resources to accomplish small work-activities within established schedules.

Contacts are external and internal. Acts as a key technical point of contact on UAS projects, programs, and other work activities. Contributes to the preparation of management/technical reports or contractual documents, as well as the presentation of plans, results, responses and recommendations to a variety of audiences including senior FAA management, Depart of Transportation (DOT), Government Accountability Office (GAO), Office of Management and Budget (0MB), and Congress.

May be called upon to communicate the overall results of a project or work activity, collaborates and coordinates with other government agencies such as National Aeronautics and Space Administration (NASA), Department of Defense (DoD), Department of Homeland Security (DHS) and Customs and Border Protection (CBP).

Resolves all but unique technical problems without the intervention of management or a more experienced engineer. Identifies and informs management of problems that require their attention. Often develops and recommends techniques to address problem situations. Work is reviewed periodically, typically at major milestones and at completion, for technical compliance and alignment with the requirements of the project or other work activity.

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H, FG/GS-11/12. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience may include but not limited to: Experience applying engineering principles to manage research and development activities that included use of program management processes to write cost estimates and technical documentation.

Qualifications must be met by the closing date of this vacancy announcement.
