Responsibilities

  • Provide an individualized, relationship-driven avenue for customer agencies to communicate their overall service needs in relation to printing, publishing, and multimedia programs. Writing accurate contract specification procurement services.
  • Apply procurement, principles, federal acquisition regulations in the writing of various contract types in order to provide print related services.
  • Develop detailed language to describe contract requirements from broadly described customer agency requirements, facilitating procurement planning for contracts to ensure that product service and price objectives are met.
  • Prepare materials and participate in pre-award and post award meetings with responsible offers.
  • Resolve customer complaints expeditiously providing same or next day services in most cases and develop remedies on routine contract complaints.
  • Work in a team environment to provide frequent communication and direct customer service of federal agencies and print vendors.
  • Evaluate quotes and bids for conformance against requirements defined in contracts to make award recommendations.

Qualifications

To qualify for the Printing Services Specialist, PG -1654-11/12, you must meet the following requirements: The applicant must meet the Selective Placement Factors and Minimum Qualifications:

Selective Placement Factor-Skills, Knowledge, Ability or other work characteristics basic to and essential for satisfactory performance of the job Selective Placement Factors are a prerequisite to appointment or placement and represent minimum requirements for a position. Applicants who do not meet the Selective Placement Factors are ineligible for further consideration: (Note: YOU MUST ADDRESS THE SELECTIVE PLACEMENT FACTORS IN A SEPARATE ATTACHMENT TO YOUR RESUME. Selective Placement Factor 1: Demonstrate that you possess one year of experience using technical knowledge to consult with customers and provide solutions/options that meet their individual objectives for printing, binding, and electronic publishing within the last five years.

Selective Placement Factor 2: Utilizes both traditional and digital printing processes, variable data imaging and the use of professional desktop publishing software in order to independently provide printing and publishing of products and services.

Selective Placement Factor 3: Uses written communication skills to develop detailed and accurate technical specifications for the procurement of tangible or digital printing or publishing products and services. e.g. (written solicitation documents or the statement of work) and/or performing bid/proposal evaluation for printing related procurements.


To minimally qualify at the PG-1654-11 level you must meet the Selective Placement Factors and the following specialized experience: One year of specialized experience at the PG-09 level using knowledge of current technologies, including both traditional and digital printing processes, variable data imaging and the use of professional desktop publishing software in order to provide printing and publishing products or services.
OR
you may substitute education to qualify at the PG-1654-11 grade level. If substituting education at this grade level please read the requirements in our education section requirements.

To minimally qualify at the PG-1654-12 grade level you must meet the Selective Placement Factors and the following specialized experience: One year of specialized experience at the PG-11 level, using knowledge of current technologies, including both traditional and digital printing processes, variable data imaging and the use of professional desktop publishing software in order to independently provide printing and publishing products and services.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Only experience and education obtained by the closing date of this announcement will be considered.

All qualification requirements must be met by the closing date of this announcement (08/09/2021) to be considered.

Education

Substitution of education in lieu of specialized experience may be used for the PG-11 grade level only. Undergraduate and Graduate Education: Major study-Journalism, business administration, English composition, commerce, accounting, printing or printing engineering, graphic or commercial art, industrial engineering, or economics.

Applicants can qualify with a PH.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M if related.

If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Background Investigation:
To ensure the accomplishment of its mission, the GPO requires every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully completed a background investigation for suitability clearance. This review could include financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs. Depending on the type of background investigation required, the security process may take between 6 weeks to 12 months.

The Agency may rescind the tentative offer, if the candidate is unable to obtain an interim clearance.

GPO Telework Program: The official worksite for the selectee is the duty station identified in this vacancy announcement. Locality pay will vary based upon the selectee's duty location.
