Responsibilities

Major Duties
Serves as team leader, monitoring the work performed by subordinate team members.
Trains or arranges for the training of team members in methods and techniques of team building and working in teams to accomplish tasks or projects. Coaches team members in the selection of problem-solving methods and techniques, provides advice on work methods and procedures and assists team members in identifying factors needed to resolve problems.

Based on referral from a professional staff member and by conducting an assessment,
determines the vocational goals and objectives of the client.

Providing vocational and readjustment counseling to Veterans. Plans and conducts individual and group counseling sessions. May meet with Veterans' families to assist in counseling activities.

Conducts interviews designed to evaluate the Veteran's vocational aptitudes and potential; educational and work history and psychiatric and physical limitations, which may impede the educational process.

Coordinates and/or administers and interprets a full range of standardized objective tests of scholastic aptitude, interests, achievement, motor performance and personality measures.

Completes vocational counseling consultation requests integrating all data derived from interviews, tests administered, medical records and counseling.

Develops individual vocational plans based on information derived from assessment and counseling activities to achieve an educational or occupational goal.

Coordinates with various resources to locate a training facility in the community that will be specifically suitable from the standpoint of the particular needs and problems of the individual.

Conduct vocational skills development sessions for those Veterans who require remedial training prior to participating in educational or vocational training or job placement. Counseling focuses on developing job interviewing skills, use of community resources, maintaining appropriate personal appearance, interpersonal communications, completing job applications, resumes, etc.

Maintains current knowledge of labor market conditions, employment trends, skill requirements of occupations and community resources to assure full utilization of all opportunities in the rehabilitation of the veteran.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/10/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For the GS12 position you must have served 52 weeks at the GS11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:
  • Specialized Experience: Have at least 1 year of specialized experience at the GS-10 grade level, or equivalent level, that gave me the knowledge, skills, abilities, and other characteristics needed to successfully perform the duties of this position. Examples of Specialized experience are;
    Monitor work performed by subordinate Team members. Provide follow-up services for patients that have received vocational training. Knowledge of current labor markets, employment trends and skill requirements of occupations. Train or arrange for training of Team members. Work that required obtaining and applying occupational information for people with disabilities, knowledge of the interrelationships of the involved professional and specialist services, and skill in employing the methodology and techniques of counseling to motivate and encourage individuals served by the program.
    Experience that demonstrated knowledge of the vocational rehabilitation problems characteristic of the disabled, including familiarity with available resources and skill in identifying, evaluating, and making effective use of such resources to serve individuals with disabilities; or of the disadvantaged, including knowledge of adjustment problems of the educationally or culturally disadvantaged, familiarity with available adult education and training resources, and ability to recognize problem areas needing special attention.
    Experience in vocational guidance or teaching in a recognized vocational rehabilitation program or school, developmental or supervisory work in programs of vocational rehabilitation or training programs for the disadvantaged, or personnel or employment placement work that provided extensive knowledge of the training and adjustment requirements necessary to place persons having disabilities or social adjustment problems.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The physical demands of this position are minimal. The physical work is sedentary although the stress related to providing services to clients in emotional distress or who may be demanding and uncooperative can be more significate then that of most sedentary positions. The driving of government vehicles on station and in the community is required.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
