Summary
This position is located in the Telecommunication unit, under the direction of the Chief of Ambulatory Care and Processing, Medical Administration Service (MAS), at the VA Maryland Health Care System, located at Perry Point Veteran Affairs in MD. Incumbent will be operating the agency telephone system/switchboard to receive and connect incoming and outgoing call. Incumbent will performs telecommunications involving significant amount of customers, routing each call to the correct service.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/12/2021.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-4 position you must have served 52 weeks at the GS-3. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is sedentary. The employee sits comfortably to do the work, but may involve some standing and walking around to adjust equipment or to consult directories manuals. No special demands are required to perform the work.

Responsibilities
The incumbent will be working as a Telephone Operator and performing, but not limited to, the following duties:
- Refer callers to the appropriate facility based on a specific request or by ascertaining the nature of the call.
- Operates telephone system to receive incoming and outgoing calls utilizing complex computerized equipment and telecommunications software.
- Operates the internal and external paging system to facilitate paging requests.
- Assists in training other personnel in the proper use, operations, and care of telecommunications equipment.
- Provides customer service to a variety of difficult calls requiring personal involvement on the part of the employee such as threatening, abusive, or distraught callers.
- Modifies and maintains operation manuals, reference books, and instructions associated with programs and systems used in the Telecommunications Unit.

- Experience: At least(1) year of experience that has equipped you with the knowledge, skills, and abilities necessary to perform the duties of Telephone Operator GS-4. General experience is defined as progressively responsible clerical, office, or other work tht indicates your ability to perform the duties of this position. Note: Experience must be fully documented on your resume and must include job title; duties; month and year start/end dates AND hours worked per. week.
- OR,
- Education: Two (2) years of education above the high school level for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained at an accredited business, secretarial or technical school, junior college college or university. One of full-time academic study is defined as 30 semester hours, 45 quarter per. week for approximately 36 weeks in business, secretarial or technical school. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation.
