WMATA's structural engineering group is seeking a dynamic Senior Geologist/ Geotechnical Engineer for engagement in a wide variety of projects related to WMATA's vast and diverse infra-structure, both above and underground, consisting of support facilities, tunnels, bridges, parking structures, and private/third party projects development adjacent and impacting WMATA's infrastructure and interests.

This is a very dynamic role with critical responsibilities which will provide significant opportunity for the candidate to influence the state of good repairs within WMATA. Therefore, the successful candidate must be a motivated individual with proven Geologist/Geotechnical Engineering skills.

The selected candidate will be responsible for reviewing and approving geotechnical designs related to a variety of structures ensuring timely delivery and implementation.

Minimum Qualifications :

Education
  • Bachelor's degree in geology, geotechnical engineering, or a related scientific discipline

Experience
  • Seven (7) years of experience in performing geotechnical investigations, data collection, analysis, and resolution of geotechnical problems on construction or engineering design projects

Certification/Licensure
  • RWP Certification, Level 2 to be attained within 6 months of hire
  • Valid Driver's License


Preferred
  • A related master's degree is preferred
  • Experience and knowledge with ASTM procedures for classification and testing of rock and soil materials

Job Summary/Duties :
  • The Senior Geologist /Geotechnical Engineer provides guidance on geotechnical issues related to the Authority's design and construction initiatives and ongoing support for the safety of operations. The incumbent has a key role in defending WMATA's interests in a complex regulatory and public relations environment, ensuring that stakeholder requirements are met and that engineering and construction project design reviews and compliance determinations are performed in a timely manner. The incumbent is responsible for reviewing projects/programs proposed for both WMATA facilities and Adjacent Construction Projects, and for maintaining up to date knowledge and applying governing criteria, including regulatory, WMATA Design Criteria and Adjacent Construction Project Manual (ACPM) guidelines related to geotechnical matters. The incumbent also makes recommendations for changing and updating WMATA's Design Criteria or ACPM as necessary. Familiarity with applicable governing criteria is essential to the position. Provides guidance to the Geologist/Geotechnical Engineer.

ESSENTIAL FUNCTIONS
  • Performs immediate site visits to investigate geotechnical-related conditions that may threaten the safety and operation of the rail and bus systems, such as sink holes, slope failures, water intrusion, tunnel lining conditions and structure cracks. Provides remediation or repair recommendations to relevant departments and coordinates responses with WMATA Structural Engineers to ensure that proposed WMATA facilities and proposed Adjacent Construction Projects are following their respective governing criteria, WMATA Design Criteria and Adjacent Construction Project Manual (ACPM) related to geotechnical matters.
  • Serves as Project Lead / Task manager for selected geotechnical engineering tasks, including vibration and vibration mitigation studies and research and design tasks related to new and refurbished aerial structures projects. These duties may include holding weekly meeting with the Contractor or Consultant and reviewing pay estimates / vendor invoices.

OTHER FUNCTIONS
  • Conducts rapid field investigations of critical conditions, including sinkholes, floods, water inflows into tunnels, and structure settlement or deformation, which are often performed as the solitary technical representative and may be necessary to permit WMATA operations to safely resume.
  • Observes, manages and oversees consultant field testing and monitoring of blasting, noise and vibration matters to protect and evaluate infrastructure and impacts to operations. Responds to and defends third party noise and vibration complaints.
  • Provides guidance to the Geologist/Geotechnical Engineer based on experience with prior construction and familiarity with the behavior of local soil and rock conditions.
  • May support the development of the Authority's response and provide testimony in cases involving differing site condition claims as directed by WMATA COUN.
  • Participates in the analyses of contractor claims of differing site conditions and the preparation of the technical portions of contracting officer's decisions to defend/protect WMATA's interests and obligations, and mitigates cost and schedule impacts of geotechnical-related issues.
  • Reviews related contractor, consultant or owner/developer submitted shop and working drawings and associated computations relative to earth and/or rock support structures. Establishes constructability and conformance of the work as it relates to impact on WMATA infrastructure and operations.
  • Participates in project constructability reviews, giving special attention to the associated geotechnical reports and those portions of the plans and specifications pertaining to construction. Establishes that precautionary measures directly associated with geotechnical aspects of projects are properly evaluated and that informed decisions are made thereto.
  • Collects, records and examines geotechnical conditions as they are encountered and recommends how to effectively address construction issues such as, protecting facilities from harmful effects of stresses, strains or failures, subsurface hydrology, vibrations resulting from construction or rail or bus operations, and corrosive characteristics of materials encountered during construction or operations. Establishes that the integrity of infrastructure is preserved and mitigates impact to operational elements.
  • Recommends changes in design, maintenance or construction practices when results of analysis indicate that prepared plans will not produce desired structural characteristics.
  • Conducts technical field investigations and testing, and reviews reports prepared by others regarding the soil and rock conditions anticipated or encountered during construction at or adjacent to WMATA construction sites or facilities to determine, in advance, the safety, structural integrity, construction schedules and other requirements of the areas being examined.
