Technology Program Manager (Network Infrastructure)

An Overview
The Technology Program Manager - Network Infrastructure (TPM-NI) has responsibility for overseeing the City of Alexandria government’s network infrastructure program, including both physical (fiber) and logical (switching & routing). This technical lead and supervisory position will work closely with the Technology Program Manager - Server Storage (TPM-SS) on regular basis. This position reports directly to the Assistant Director of Network Management and uses industry best practices to oversee the implementation of all network infrastructure policies as directed by the Assistant Director of Network Management. The TPM-NI will also lead in selecting, configuring, communicating, and implementing automation and orchestration solutions to measure network performance and reduce IT risk and cost.

The Opportunity
Under the strategic guidance of the Assistant Director of Network Management the Technology Program Manager - Network Infrastructure (TPM-NI) will focus on all aspects of City-wide IT network infrastructure, from architecting network and cloud infrastructure to developing strategies to optimize the value of investments in network infrastructure. Additionally, The TPM-NI will coordinate and collaborate with its counterparts; the Technology Program Manager - Server Storage and the Telecommunication Manager who will be responsible for server infrastructure and storage, and City communication infrastructure, respectively. Examples of duties include:
  • Direct, manage, and administrate a contingent of physical (fiber) and logical (switching & routing) network engineers, and where necessary, conduct performance reviews and corrective action. Ensure the team has sufficient capacity and skills to satisfy service level agreements with business units.
  • Advise the Assistant Director on short and long-term strategic plans to ensure network capacity meets existing and future requirements, including investing in new technologies and analysis of cost reduction opportunities.
  • Manage the continuous projects of architectural design, maintenance, development, and evaluation of all network infrastructure. Including, conducting initial feasibility studies, and maintaining all associated policies, procedures, and training plans.
  • Develop and deploy methodologies for testing and analyzing network performance and providing network performance statistics and reports.
  • Assist with the planning and deployment of network security measures, including network segmentation, firewall policy administration, and IPS/IDS administration.
  • Review, recommend, approve, and deploy automated process improvements through application of Site Reliability Engineering concepts and best practices.
  • Provide architectural direction to network infrastructure team. Review and propose architectural changes and review outsourced projects for compliance with design standards and architectural plans.
  • Conduct research on emerging technologies and best practices in network products, services, protocols, and standards, and recommend technologies that will increase network cost effectiveness, performance, and flexibility.
  • Collaborate on preparation of RFPs, bid proposals, contracts, scopes of work, and other procurement documentation, and participate in negotiations with vendors, outsourcers, and contractors for network projects and associated efforts.
  • Establish and maintain regular written and in-person communications with the pertinent network stakeholders, including end-users, executives, decision-makers, and department heads, regarding pertinent network activities.
  • Collaborate with the Assistant Director to provide briefings to the CIO and other executive team members in all areas of network infrastructure, including budget, staffing, and technology.
  • Performing other duties as assigned.

The Information Technology Services Department is responsible for enterprise technology operations for the City of Alexandria. ITS provides technology services and solutions to City departments to enhance service delivery. ITS aligns its work with City needs by providing leadership, resources, expertise, and products that enable departments to better serve the City’s residents, businesses, and visitors. ITS resources support initiatives funded through the multi-year Information Technology Capital Improvement Plan (IT/CIP) to improve the overall technology landscape. The City of Alexandria’s ITS Department has been a Top Ten National Finalist in the Digital Cities Award program for over the past 14 years.

Minimum & Additional Requirements

A bachelor's or higher degree from an accredited college or university in computer science, information systems, or closely related field. Four (4) years of information technology experience, one year of which shall include experience in a lead or supervisory capacity, performing a variety of progressively responsible technical and/or analytical tasks for networks, computer systems or services in one or more of the major six domains or a closely related or emerging information technology field.

Preferred Qualifications

  • Five (5) or more recent years of progressive experience in designs, policy development, and management of WAN, LAN and wireless network configurations
  • Five (5) or more recent years of progressive experience in designs, policy development, and management of fiber optic networks
  • Demonstrated progressive technical experience and industry knowledge of a mix of the following technologies and/or vendor solutions including, Extreme Networks products, Cisco network products, Palo Alto firewalls, Automated Configuration Management, Citrix VPN, QoS monitoring, InfoBlox DNS, and Network Operations Center hardware and software.
  • Five (5) or more years of recent design experience with layer 2 & 3 encapsulation
  • Five (5) or more years of recent experience in the design of secure networks and segmentation architecture.
  • Five (5) or more years of recent experience managing a team in delivering network infrastructure design and operational excellence.
  • Appropriate technical certifications.
