Summary

This position is head of the DLA Office of General Counsel, which includes the Headquarters and field legal offices located throughout the U.S., including Hawaii, as well as Germany. The DLA General Counsel oversees the delivery of legal services by over 180 legal professionals and serves as the principal legal advisor and program manager for Defense Logistics Agency programs.

Responsibilities

  • Serves as the principal advisor to the Director, DLA and the executive management team, providing legal advice, counsel and guidance on the full range of DLA operations and all issues referred to the DLA General Counsel
  • Advises on issues and determines what should be brought to the attention of the DLA General Counsel
  • Has ultimate responsibility for all decisions regarding the recruitment, hiring, placement, promotion, training and assignment of all DLA attorneys
  • Is responsible for the development and management of an organizational structure to achieve the effective delivery of legal services
  • Supervises the Agency's adversary proceedings program including hearings before the Armed Services Board of Contract Appeals, the Merit Systems Protection Board, the Federal Labor Relations Authority, (cont)
  • the Equal Employment Opportunity Commission, the General Accounting Office and other forums, including preparing pleadings, litigation reports, gathering of evidence and identification of witnesses
  • Manages the DLA-wide program for detection, reporting, investigation prosecution, administration action and remedial action with regard to contract fraud and antitrust violations in the acquisition and property disposal contracting functions
  • Responsible for the Agency's debarment and suspension programs, which bars companies and individuals from receiving any Federal government contracts when found lacking requisite integrity and responsibility
  • Serves as the Agency Ethics Counselor pursuant to the Ethics in Government Act and Office of Government Ethics regulations and administers programs to assure all agency employees are aware of the high ethical standards expected

    TECHNICAL QUALIFICATIONS (TQs):

    1. Demonstrated broad legal experience and an excellent understanding of Federal government relationships and processes.

    2. Demonstrated understanding of the organizational structure and procedures of the military services and Department of Defense.

    3. Demonstrated ability to manage a law office and effectively supervise the work of attorneys and support staff.

    Must be a graduate of an accredited law school and an active member in good standing of the bar of a State, the District of Columbia, or a United States Territory or Commonwealth. Relevant specialized legal knowledge and experience is desirable.

    DESIREABLE QUALIFICATIONS:

    1. Breadth of legal experience in multiple organizations (public or private) and at multiple levels. A mix of experience at more than one base/post/operating location/installation and Major Service Command, Combatant Command (COCOM), HQ Military Service Staff, Joint Staff, Defense Agency, or Office of the Secretary of Defense (OSD) experience or equivalent academic/industry experience is highly desirable.

    2. Completion of Intermediate or Senior Developmental Education and equivalent executive development
    programs such as Leadership for a Democratic Society, Senior Executive Fellows, or Senior Service War College is highly desirable.

    Education

    Must be a graduate of an accredited law school and an active member in good standing of the bar of a State, the District of Columbia, or a United States Territory or Commonwealth. Relevant specialized legal knowledge and experience is desirable.

    Additional information

    This position is in the Defense Legal Services Agency (DLSA). The General Counsel (GC), Department of Defense (DoD), is the Chief Legal Officer of the Department with responsibility for all legal services to be performed within the Department. The GC is dual-hatted as the Director, DLSA. DLSA provides legal advice and services for the Office of the Secretary of Defense, DoD Field Activities, and Defense Agencies and performs other such related functions as are within the authority of the DoD GC.

    Veteran's preference does not apply to the SES.

    DRUG-FREE WORKPLACE:
    The Defense Logistics Agency (DLA) has established a Drug-Free Federal Workplace Policy. All applicants tentatively selected for DLA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment.
