Summary

This assignment is a 1-year reimbursable assignment.

The incumbent in this position, which reports to PLCY/OIA and is embedded in the Department of State's Office of Chinese and Mongolian Affairs (EAP/CM) Operations Unit, serves as the primary DHS liaison with the Department of State on issues and activities related to the People's Republic of China.

Must currently hold Top Secret/SCI clearance.

Responsibilities

In this liaison role, s/he will coordinate with relevant offices on the full range of DHS's international policies to provide timely information on DHS strategies, policies, and programs related to China to ensure situational awareness and policy development and implementation in EAP/CM's Economic, Bilateral, Global, Regional, and Strategic Communication Unit.

The incumbent will assist in the coordination of interagency activities that support policy execution, to include repatriations, sanctions, visa restrictions, and other border security initiatives. The incumbent will perform researcher; draft briefing papers, cables, and position papers; coordinate with and inform other Department of State bureaus and offices and make policy recommendations under PLCY guidance. The incumbent will interface with the interagency, including the National Security Council, intelligence community, academia, think tanks, industry analysts, and Mission China counterparts.

Qualifications

Qualifications required:

Must have at least one full year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal Service performing the following duties:
  • Providing research to leadership that is used to develop agency policy to increase and improve the ability of DHS and the broader U.S. Government to enhance border, aviation, and migration security, and combat terrorism and transnational crimes;
  • Analyzing and evaluating policy interests, concerns, issues, and processes associated with DHS mission, goals, and objectives to formulate advice and counsel top level management;
  • Preparing comprehensive reviews, briefings, proposed legislation, policy studies, and special reports to lead and direct program reviews and special team projects;
  • Cooperating with interagency partners to ensure utilization of the homeland and national security agenda; and
  • Developing program plans, goals, and milestones to evaluate the effectiveness of government security and diplomatic programs.

    If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

    Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
  • Complete 12 hours of professional development using Skillsoft courses, videos, and books in conjunction with the established assignment objectives for the JDA.
  • Attend each of the DHS Joint Duty Program Director's quarterly webinars (1 hour per quarter).
