This Vacancy is using the Direct-Hire Authority to recruit for positions for which there is a critical hiring need. Using the Office of Personnel Management's approved government-wide direct hire authorities, agencies may appoint candidates directly to jobs, without regard to the provision of Title 5 U.S.C 3309 through 3318, for which OPM determines that there is a severe shortage of candidates or a critical hiring need.

The incumbent serves as a recognized technical information technology (IT) expert in evaluating available tools, methodologies, and processes for feasibility in improving the OFMS effectiveness and efficiency in meeting the requirements, functions, and services of its automated financial systems. Duties typically performed for this position will include
  • Evaluating available tools, methodologies, and processes for feasibility in improving the OFMS effectiveness and efficiency in meeting the requirements, functions, and services of its automated financial systems.
  • Leading teams on projects related to the design, development, modification, testing, installation, implementation, and support of new and existing automated financial systems
  • Serving as a consultant for during the planning, requirements analysis, design, development, test, and implementation phases of the automated financial systems.
  • Ensuring enforcement of IT security policies, principles, and practices for all production systems; participates in activities related to the Certification and Accreditation process as well as the Annual Security Assessment.
  • Developing and/or provides technical analysis of new and emerging technologies and their implications on the short and long-term financial management systems requirements.
  • Defining project/task requirements through appropriate planning, implementations, reporting on, and evaluating projects and tasks.

The physical worksite for this position is located in Alexandria, VA. However, the United States Patent and Trademark Office (USPTO) is currently under a maximum telework posture due to the COVID-19 pandemic; therefore, this position is currently under a 100 percent telework schedule. The position's telework schedule will likely change in the future when USPTO moves away from its maximum telework posture. At that time, the incumbent will be expected to report to the physical work site in accordance with the updated status requirements of their supervisor. The nature and scope of future telework opportunities will be subject to the unit's telework policy, any applicable bargaining unit agreements, and supervisory approval. Payment of relocation expenses, as applicable, will be paid in accordance with the Job Opportunity Announcement.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. Specialized Experience: is experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-13.

Specialized experience for this position includes:

•Experience serving as a technical lead, in the development/configuration of new or existing automated systems with experience in Agile and/or Waterfall software development methodologies for a multibillion-dollar company or agency.
•Experience functioning as a technical lead in the operation and maintenance of systems including enforcing IT principles, and standards.
•Experience identifying and documenting solutions to information security problems/issues and recommending changes to prevent recurrences.

In addition to meeting specialized experience requirements you must have the following IT-related competencies:

Attention to Detail - Strives for completeness when performing assigned tasks, with minimal errors.

Customer Service - Responds to business partner or customer needs as they pertain to your assigned area of work. Refer customer to established resources or products for resolution. Escalate more complex issues to manager for satisfactory resolution. Address needs of customer in a satisfactory manner.

Communication - Provides verbal or written information in clear, plain language. Communications drafted for wide distribution must be reviewed by the manager prior to dissemination.

Problem Solving - Prepares response to problems for manager review using conventional best-practices; escalates complex issues or questions to manager.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
