Responsibilities

This position is located on the Records, Delegations and Directives Team, Associate Director for Administration, Bureau of Safety and Environmental Enforcement in Sterling, Virginia.

At the full performance level (GS-12) the major duties of this position include, but are not limited to the following:
1. Performs in depth analysis of existing records content and recordkeeping systems, both manual and automated, and develop solutions to unspecified system requirements and or capabilities.
2. Coordinates with internal and external customers for Information Technology (IT) functional and non-functional requirements that support automated records management controls.
3. Serves as COR for the agreements and contracts initiated and overseen by the RDDT office.
4. Trains records coordinators and staff on a variety of Federal Records Management topics.
5. Administers the records services for the Bureau through solutions such as Enterprise Content Management and E-Mail Archiving tools.
6. Supports disaster recovery planning for records and the management of vital records.

BSEE determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Travel, transportation, and relocation expenses will not be paid. Any travel, transportation, and relocation expenses associated with reporting for duty in this position will be the responsibility of the selected employee.

Qualifications

Minimum Qualification Requirements:

To qualify for this position, you must possess the Specialized Experience.

Specialized Experience: Applicants must possess at least one year of specialized experience to the next lower grade level(GS-11) in federal service that provides the specific knowledge, skills and abilities to perform successfully the duties of this position. Specialized experience must demonstrate your experience in:
  • In the development and maintenance of a comprehensive electronic records management program.
  • Planning, developing, establishing, and applying methods and procedures intended to standardize filing, using filing taxonomy and naming conventions.
  • Conducting research, compile, and review large volumes of information for records related projects and research assignments.
  • Policies and procedures governing records or library management.
  • Direct managerial or operational responsibility for an officewide records or information management system including experience in storage/retrieval from external records center or electronic recordkeeping system, and applying the records lifecycle of identification/retention/disposition; OR possession of or enrollment in one of the following programs - Certified Records Manager's Credential or Certified Records Analyst Credential from the Institute of Certified Records.

    There is no educational substitution for the GS-12 grade level.

    A preliminary background check must be completed before a new employee can begin work with the U.S. Department of the Interior. The preliminary background check consists of a search of Office of Personnel Management and Department of Defense background investigation files and an FBI National Criminal History Fingerprint Check; it may take up to 3 weeks to complete. If selected for this position, you will be extended a tentative offer of employment pending a satisfactory background check. Current Federal employees or individuals with an existing completed background investigation may not be required to undergo another background check; these will be handled on a case-by-case basis in coordination with the Bureau security office.
