Summary

As a Supervisory Budget Analyst, you will serve as the Deputy Budget Director.

Location of position: General Services Administration, Office of the Chief Financial Officer, Washington, DC

Responsibilities

As a Supervisory Budget Analyst, you will perform the following duties:
  • Develops creative approaches for Central Office on budget formulation, justification, Regional allocation, funds control, and execution that supports PBS (Public Buildings Service) operations and priorities currently and in the future.
  • Analyzes and reviews broad, complex budget plans and programs against approved goals, operational plans and current policies; keeping abreast of resource constraints, policy issues, and spending activities.
  • Evaluates overall variances between planned and actual performance and makes appropriate recommendations to the Division Director. Provides regular reporting for all assigned program areas.
  • Recommends improved methods, changes in schedules, and/or staffing, in an effort to gain efficiency and reduce costs. Ensures timely performance of a satisfactory quality and quantity of work. Writes high level budget management policies and procedures.
  • Utilizes a high level knowledge of automated budget systems and implements related systems. Ensures that systems are used effectively and efficiently.
  • Plans work to be accomplished by subordinates, sets and adjusts short-term priorities. Prepares schedules for completion of work assignments work based on priorities, selective consideration of the difficulty and requirements of assignments.
  • Evaluates work performance of subordinates; gives advice, counsel or instruction to employees on both work and administrative matters.
  • Identifies developmental and training needs of employees, providing or arranging for needed development and training.

  • Meet all eligibility criteria within 30 days of the closing date
  • Meet time-in-grade within 30 days of the closing date, if applicable

If selected, you must meet the following conditions:
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Serve a one year supervisory or managerial probationary period, if required

The GS-14 salary range starts at $122,530.00 per year;

SPECIALIZED EXPERIENCE:

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized experience is experience planning, organizing and evaluating the budget for a major component of an agency. Qualifying experience must include the following: experience developing budget policies and guidelines; writing performance goals and measures related to budgets; developing strategic planning programs; and formulating a performance based budgeting process.

  • Knowledge of all phases of a budget process to determine and formulate budget estimates.
  • Skilled in developing guidelines, procedures and control measures pertaining to all phases of the budget process.
  • Ability to conduct complex financial data analysis using various methods to determine impact of program initiatives on budget plans.
  • Ability to interpret regulations relevant to the budgetary process.
  • Knowledge of automated budget and financial systems for processing, monitoring and reporting purposes.
  • Ability to assign work, train and provide guidance to subordinates.
