Summary

This position is located in the Office of the Comptroller, Bureau of Consular Affairs, Financial Management Division (CA/C/FMD).

The Financial Management Division provides the full range of budget analytical, technical and advisory functions to all CA program offices and directorates and provide these services to bureaus throughout the Department who receive consular fee funding for services they provide on behalf of CA.

Responsibilities

  • Participates in special studies of the administrative management aspects of sensitive situations identified by the Bureau, Department, or external audit organizations.
  • Based on information obtained through current and prior Missions and Functions statements and current or precedent studies by internal and external organizations, formulates the design of new or re- structured organizations through the Office level .
  • Gathers facts and analyzes results relevant to the specific issues he/she has been assigned to investigate and collaborates with other appropriate organizations in gathering and analyzing facts and data.

Qualifications

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants applying for the GS-11 grade level must meet one of the following requirements:

A. Have at least 1 full year of specialized experience equivalent to the GS-09 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
  • Experience in recommending adjustments to the scope and focus of studies based on either personal findings or management's directions to select specific problematic organizational entities or conducting broader surveys such as those to verify the recommendations for improvements in the organization's structure, staffing level and distribution, occupational competencies, work methods, procedures, or other factors as appropriate;
  • Experience in designing and maintaining spreadsheets that indicate the Bureau's staffing allocations and on-board strength for a given time period for management's use in making decisions on matters such as resource request, recruitment priorities, distribution of resources within the Bureau, and ratios of contractor to Federal positions;
  • Experience in maintaining contact with Bureau and Departmental budget analysts and HR specialists to obtain the latest information on staffing resource levels allocated to the Bureau , personnel accessions and attrition, and pending vacancies;
  • Experience in applying generally accepted management principles and practices, as reflected in the Departmental management guidelines and described in the technical literature on the subject, quantitative and qualitative analytical methods, and knowledge of Bureau missions, functions, and relationships within and outside the Department in order to design organizations that have clear lines of authority and accountability, facilitate the flow of information up and down the chain-of-command, and make the most efficient use of available resources in terms of numbers of Full-Time-Equivalent positions, contractor positions, salaries, and procurement costs; and
  • Experience in formulating conclusions and recommendations for action and submits them for incorporation into a formal written report and oral presentations, as necessary, for various levels of management.

OR B. Have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree, or LL.M. from an accredited college or university.

OR <C. Have a combination of graduate level education and specialized experience (as described above), which is equivalent to the GS-09 level in the Federal Service. This experience and education together meets 100% of the qualification requirements for this position.

Combination of Experience and Education: When an applicant has less than one year of specialized experience as described in the announcement, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements. Generally, 18 graduate semester hours is equivalent to 1 full-time year of graduate study (your school and department determine what constitutes 1 full time year of graduate study). The percentage of specialized work experience and the percentage of graduate study must total at least 100%.

Qualified candidates are assigned a score between 70 and 100.
