This position is located in the Executive Office of the President (EOP), Office of Management and Budget (OMB), Office of the Federal Chief Information Officer (OFCIO), also known as the Office of E-Government and Information Technology (IT), per the E-Gov Act of 2002. OFCIO is responsible for policy development and oversight functions that improve the efficiency and effectiveness of enabling IT throughout the Executive Branch of the Federal government. OFCIO supports the development, implementation, and tracking of a broad range of IT policies and related initiatives that improve the ability of Federal agencies to deliver IT services, manage IT resources, maximize IT investments, and enhance cybersecurity.

The incumbent serves as a Supervisory Policy Analyst and performs duties relating to strengthening the Federal government's information technology programs, policies and infrastructure through oversight and policy development consistent with the Administration's priorities. The incumbent applies a wide-range of complex analytic and evaluative methods and techniques to direct, conduct and complete special analyses and studies that support budget, legislative, and regulatory policymaking for IT, digital services, and cybersecurity programs and issues. Additionally, the incumbent provides full-range supervisory oversight to staff within OFCIO. Additionally, the incumbent will collaborate with agencies and policy teams in IT & cybersecurity legislation, initiatives and relevant Executive Orders.

As a Supervisory Policy Analyst, GS-0301-15, your typical work assignments may include the following:
  • Supervises the work of analysts in the Office of the Federal Chief Information Officer. This includes performance planning, ratings, and defining performance goals, assigning work, monitoring execution, and providing timely and helpful feedback.
  • Oversees and/or performs general policy and organizational analyses. Advises team staff on planning and executing work. Points out issues and problems that require attention and renders assistance and advice on other aspects of the administration of the division as required.
  • Applies a wide range of complex analytic and evaluative methods and techniques to direct, conduct and complete (independently and/or with other staff members) special analyses and studies that support budget, legislative, and regulatory policymaking for information technology (IT), digital services, and information security programs and issues.
  • Works with other OFCIO supervisory policy analysts, supervisory cybersecurity specialists, and the Chief of Staff to coordinate and oversee all resources and initiatives with the office, including and not limited to data collection and management strategy, agency engagement standard operating procedures, and policy development and enforcement.
  • Reviews current policy performance, and security activities, challenges, and opportunities within the public and private sector to identify important material relevant to pending public policy, performance, and security issues and suggests improvements in agency activities and policies.
  • Renders advice and assistance in the administration of the division's efforts with other internal activities and in communicating policies and priorities.
  • Coordinates development and/or evaluation of complex budget, program, and legislative proposals. Serves as the OMB expert for assigned policy areas.
  • Reviews pending and proposed budget actions, legislation and regulations on assigned topics and advises upper management of recommended actions. Responds to a wide variety of inquiries regarding potential impact of proposed policies.
  • Works with budget examining divisions on selected assignments to enhance budget formulation and execution.
  • Coordinates the work of other staff, interns and detailees; Assumes technical supervision as required for special initiatives, in-house team events as well as Interagency task forces and/or working groups.

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. You may qualify at the GS-15 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-14 grade level in the Federal service or equivalent experience in the private sector that demonstrates your ability to demonstrates experience independently applying analytical methods related to program evaluation and the analysis of complex information technology policy issues to identify significant factors and trends and to recommend solutions. Such experience must have included: 1) Experience with advising senior executive level management regarding IT policy and services government-wide; 2) Experience in the application of Capital Programming and Investment Control to help in developing, implementing, evaluating, and improving government-wide IT investments and risks and 3) Experience providing strategic direction and management for the enterprise-wide policy implementation of IT Modernization applications.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
