Summary

This position is located in the Division of Insurance and Research (DIR), Headquarters of the Federal Deposit Insurance Corporation and provides support of the Corporation's efforts to analyze regulatory data collections and ensure that market-based data is reported accurately and meets various stakeholders' needs.

Responsibilities

  • Reviews, analyzes, accepts, and validates financial reports (Reports of Condition and Income {Call Reports}, Summary of Deposits and structural data) filed by insured state non-member banks and national banks, trust companies, foreign banking organizations and/or institutions with foreign operations and non-banking lines of business.
  • Reviews complex financial transactions for conformance with generally accepted accounting principles (GAAP), utilization of proper accounting methods, and appropriate presentation in the Call Report.
  • Advises appropriate Division staff of any unusual situations, problems in resolving complex financial reporting and accounting issues involving banks in his/her caseload.
  • Performs ratio and trend analysis; evaluates disclosure statements for information regarding changes in accounting methods, business combinations and/or other relevant facts; reviews risk-based calculations.
  • Conducts discussions with a wide range of bank officials, accounting professionals, and regulatory personnel both domestic and international to confirm the accuracy of reported financial data.
  • Provides advice on accounting, capital markets and/or trust matters related to the Call Report to financial analysts, senior bank officials, accounting professionals, other FDIC personnel and other regulatory agencies.
  • Implements formal plans and programs designed to correct mathematical errors, deficiencies and inconsistencies in the Call Report data; and, he/she obtains formal commitments from bank officials to revise the Call Report as appropriate.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. CG-11: Applicant must have one year of specialized experience equivalent to at least the grade 09 level in the Federal Service. Specialized experience is experience working with bank reporting requirements, the bank examination process, capital and money markets, and economic conditions impacting financial institutions; and experience analyzing the banking industry to identify economic developments that could affect insured institutions.

OR

You may substitute a Ph.D. or equivalent doctoral degree, or three full years of progressively higher level graduate education leading to such a degree, or an LL.M, if related. Degree program must have a major study in one of the following: finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.

OR

You may qualify by a combination of successfully completed graduate level education and specialized experience. Only graduate level education in excess of the first 2 years may be combined with experience as described above.

CG-12: Applicant must have at least 1 year of specialized experience equivalent to the CG/GS-11 level in the Federal service. Specialized experience is experience resolving accounting, capital markets, and trust company issues to answer questions from internal and external sources; experience identifying economic developments affecting insured institutions; and experience compiling and supplying information for studies and policy decisions as it relates to financial institutions.

CG-13: Applicant must have at least 1 year of specialized experience equivalent to the CG/GS-12 level in the Federal service. Specialized experience is experience performing mathematical and statistical calculations, resolving accounting, capital markets, and trust company issues, determining the nature of those issues, considering alternatives, and making recommendations for corrective action; and experience compiling and supplying information used in studies, policy decisions as it relates to financial institutions.

There is no substitution of education for the experience for the CG-12 or CG-13 grade level.

You will be evaluated for this job based on how well you meet the qualifications above.

  • Knowledge of financial institutions, including commercial banks, savings banks, trust companies and holding companies, as well as the regulatory structure.
  • Ability to review and analyze bank or thrift financial statement analysis including extensive familiarity with the requirements and contents of bank financial statements as prescribed by GAAP.
  • Knowledge of the tools and techniques of financial analysis and accounting methods.
  • Ability to communicate orally with personnel at all levels of financial institutions and affiliated companies, internal employees, and other regulatory agencies.
  • Skill in resolving accounting, capital markets, or trust issues, determining the nature of issues, considering alternatives, and making recommendations for corrective action
