Summary

This position is located in the Department of Commerce, Bureau of Industry and Security, Washington, District of Columbia. The incumbent of this position reports to the Chief Information Officer (CIO) and supports the Office of the Chief Information Officer (OCIO) (while being accountable to the CIO (CIO-SES Level Position) and BIS overarching leadership) for all administrative functions.

Responsibilities

  • Performs a broad variety of staff assignments in order to facilitate the efficient and effective accomplishment of the organization's mission objectives.
  • Works with senior BIS leadership to design and review requirements for technical projects to determine objectives of the program and nature of the unprocessed data, and processes required in support of the technology effort.
  • Oversees the creation of general utility routines and systems.
  • Organizes work processes and problems for technology solution.
  • Ensures configuration management process and procedures are followed application and system enhancements and modifications from an Agile DevSecOps CX-360 framework.
  • Leads multi-agency working groups or task forces.
  • Uses their knowledge and skill in the use of modern technology development and management approaches, drawing heavily upon best practices from the consumer internet industry such as open source and agile development process.

Qualifications

This position is located in the Office of the Chief Information Officer (OCIO). The Chief Information Officer (CIO) reports and is responsible to the Deputy Under Secretary for the Bureau of Industry. The position of CIO was designated in 44 U.S.C. § 3506, as amended by the Clinger-Cohen Act; further defined under the Federal Information Technology Acquisition Reform Act (FITARA); and, further guidance under OMB Memorandum M-15-14: Management and Oversight of Federal Information Technology.

Applicants must demonstrate that they meet the Basic AND Minimum Qualification requirements as noted below.

Basic Requirement: You must have IT-related experience demonstrating each of the four competencies listed below:

  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
  • AND Specialized Experience: GS-15: You qualify for the GS-15 grade level if you possess one year of specialized experience, equivalent to the GS-14 grade level in the Federal government, performing the following duties:
    • Leading a digital services team, which facilitates a secure environment for the implementation of organization's mission and business objectives.
    • Evaluating existing and new systems, networks, and software designs for potential security risks, recommending mitigation or countermeasures.
    • Establishing a security response capability and an ability to work with sensitive and classified systems.
    • Overseeing the independent assessment of databases, applications, and information system components.
    • Making well-reasoned and fully-formed recommendations for security solutions based on expertise and a solid understanding of the desired holistic end-state of the customer's requirements as well as the existing infrastructure and operating environment.

    Time-in-Grade Requirements:
    Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility.     Promotion Potential: This position is at the full performance level.

    This is a supervisory position. Under provisions of the Civil Service Reform Act, first time supervisors and/or managers will be required to serve a 1-year probationary period. You may also be required to complete an appropriate supervisory training course within one year of assignment to this position.

    Background Investigation: To ensure the accomplishment of its mission, the Department of Commerce requires each and every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully complete a background investigation for top secret clearance as a condition of placement in this position. This review includes financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs.

    The physical worksite for this position is located in Washington, District of Columbia. However, the Agency is currently under a maximum telework posture due to the COVID-19 pandemic; therefore, this position is currently under a 100 percent telework schedule. The position's telework schedule will likely change in the future when the Agency moves away from its current telework posture. At that time, the incumbent will be expected to report to the physical work site in accordance with the updated status requirements of their supervisor. The nature and scope of future telework opportunities will be subject to the unit's telework policy, any applicable bargaining unit agreements, and supervisory approval. Payment of relocation expenses, as applicable, will be paid in accordance with this Job Opportunity Announcement.
