The incumbent is responsible for developing Quality Assurance (QA) accreditation standards for NGIS lodging facilities, customer service, finance/procurement, personnel/management and training. Team member administers the lodging accreditation program.

Responsibilities

Conducts on-site visits of Navy lodging operations, provides assistance and monitoring of plans prepared by regions and installations for achieving continuous improvement in lodging operations.

Assesses regional/installation lodging operations for compliance with Department of Defense (DoD), Department of Navy (DoN), Commander, Navy Installations Command (CNIC), BUPERS, and OPNAV regulations, policies and procedures; accomplishment of program goals; efficiency and economy of management; procurement, acquisition, and disposition of property; and utilization of resources.

Shows proficiency of the lodging Property Management System (PMS) with the ability to assess proper utilization of all areas of the system, analyze and provide viable solutions to problems encountered during normal day-to-day operations and provide training to assist in deficient areas.

Evaluates the effectiveness of region/installation implementation of lodging accreditation standards through site visits, interviews with local supervisors, managers, staff members, guests, host and tenant commands, and reviews of applicable facility, financial, training, personnel, and customer service records.

Reviews and tracks region/installation QA Plans of Action and Milestones (POA&M).

Exercises independent judgment in evaluating management controls, overall operations and presenting conclusions clearly, concisely and logically.

Plans and executes oversight, training, assistance, and reviews of Navy Lodging operations. This involves assessing regional/installation lodging operations for: Compliance with DoD, DoN, CNIC, BUPERS, and OPNAV regulations, policies and procedures; accomplishment of program goals; efficiency and economy of management; utilization of resources; budget formulation and execution; procurement, acquisition, and disposition of property; inventory systems; reliability of financial statements; effectiveness of automatic data processing systems; internal accounting controls; verifying financial statements account balances.

Ability to adeptly access and operate the PMS and assist in developing governing system standards to ensure proper information is obtained/maintained, along with information processed to the region/ installation financial office.

Exercises team participation and respond positively to direction from leadership.

Assists with conducting Employee of the Year award boards.

Assists with development of the Annual Navy Worldwide Lodging Conference.

Participates in lodging working groups, teams and committees.

Travel Required

Qualifications

Knowledge of quality assurance principles, practices and procedures.

Knowledge of the Lodging Property Management System to enable incumbent to provide expert assistance and advice in the most efficient operation as well as provide solutions to common and uncommon problems that may be encountered. Ability to assess financial responsibility and asset management within the current system that ensures maximum usage of all system resources by management for optimal utilization of assets.

Knowledge of non-appropriated fund policies and procedures.

Knowledge of laws, regulations, policies, concepts and principles, applicable to DoN lodging, to provide guidance and advice in the operation and maintenance, fiscal management, and procurement of furnishings, fixtures and equipment, supplies and amenities.

Knowledge of Navy lodging policies and standards including safety, environmental and fire prevention regulations and practices. Must have knowledge of Navy management procedures and front desk, housekeeping and maintenance.

Education

Must possess a minimum of three years lodging experience.

Additional information

Some positions have special requirements. Selectee may be required to complete a one (1) year probationary period. Salary is dependent on experience and/or education.
