This position is part of the Space Development Agency. As a Program Manager in the SDA Transport Cell, the incumbent is responsible for the integration of the development efforts of SDA's Transport Activities.

Responsibilities

As a PROGRAM MANAGER at the NH-0340-4 some of your typical work assignments may include:
  • Performing programmatic assessments of complex space systems and architectures with an emphasis on satellite communications networks and links, transport technologies, ground stations and space control to identify and characterize system performance, vulnerabilities, and other attributes that potential adversaries may seek to exploit through physical or non-physical access.
  • Providing constructive and quantitative feedback to the SDA Transport Cell Chief on subsystem, system, or architectural-level findings. Working with the Transport Chief, Tranche T0 Program Manager and other Cell Leads to recommend or investigate potential remediation's or mitigations. Plans, organizes, directs, and coordinates significant and complex projects which represent critical segments of major operating programs and which entail a variety of complicating factors, interaction with other engineering specializations, and consideration of the life-cycle of items/ systems.
  • Applying a number of diverse program management techniques, and processes to identify and resolve difficult issues, as well as ensure resolutions are consistent with program objectives, existing policies, and procedures. Coordinating the various phases of work with other functional disciplines and interpreting/translating programmatic requirements into design characteristics and criteria. Formulating and explaining recommendations or solutions to modify standard practices, equipment, devices, processes, and techniques. Applying experimental theories, new applications or developments to improve operations and/or resolve unique or complex/ controversial problems, conditions, or issues.
  • Administering the resources required to execute projects, and may adjust funding, schedules, and work based on project reviews. Functioning as the organization's program management specialist in developing system performance requirements, objectives and integration, and the estimation of time and resources for system design, development, and support. Applying expertise in the field of program management and extensive knowledge of the assigned functional area to resolve unique or novel problems related to design and development of the SDA Space architecture.

Qualifications

You may qualify at the NH-04 level if you fulfill the following qualifications:

One year of specialized experience equivalent to the NH - 03/GS-13 grade level in the Federal service:
  • Applying knowledge of low earth orbit (LEO) and/or similar emerging technologies supporting satellite monitoring capabilities in order to lead and conduct studies.
  • Managing a high visibility defense program related to complex space systems and architectures, with risk and complexities characterized by compelling and conflicting requirements, continuous trade-off and compromise, high visibility, and very high dollar investment.
  • Utilizing analytical techniques, both cutting-edge and best-practice, including data visualization, data mining, optimization tools, etc. to develop and enhance analytic capabilities.
  • Applying program management concepts, principles, practices, methods, and techniques to provide resource planning concerning space and/or satellite programs/operations.
  • Performing technical assessments of space systems and architectures to identify and characterize system performance against current or future threats, system vulnerabilities that potential adversaries may seek to exploit.
