Responsibilities

As a Supervisory Statistician (Data Scientist), you will:
  • Provide leadership, direction, and guidance in the management of the Federal government's systems and processes that increase the value, availability, and accessibility of federal financial data through authoritative data standards, user-centric websites, and customer interactions that allow for data to be easily understood and exchanged to enable sound decision-making, insights, and transparency.
  • Plan, direct the development of, and implement systems, processes, and data standards that preserve the data integrity among the systems, processes and data standards that increase the value, availability, and accessibility of federal financial data through authoritative data standards, user-centric websites, customer interactions, and analytics products and analyses.
  • Develop optimization strategies to broaden the program's audience and reach more citizens through marketing and communication strategies.
  • Advise management, as well as customers and stakeholders on government wide data standards and reporting best practices for agency compliance with the Foundations for Evidence-Based Policymaking Act of 2018, OMB guidance related to federal data strategies, or the Digital Accountability and Transparency Act (DATA Act) and any new and amended requirements in relation to federal data.

  • Qualifications

    You must meet the following requirements within 30 days of the closing date of this announcement.

    Specialized experience: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes

    - Experience formulating research questions and evaluating statistical results; AND
    - Experience writing code in a statistical or computer programming language such as SAS (Statistical Analysis System), R or Python to aid in analysis; AND
    - Experience designing and developing predictive modelling approaches and querying large data sets ; AND
    - Experience communicating research achievements, objectives and results to a wide variety of audiences.

    In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
    For the GS-14 you must have been at the GS- 13 level for 52 weeks.

    Education

    Education Requirements:

    A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

    B. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

    The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions .
