Summary

This position is located in the Bureau of Overseas Buildings Operations, Construction, Facility, and Security Management Directorate, Office of Construction Management, Construction Support Division, Special Projects Branch (OBO/CFSM/CM/CS/SP). This position provides management oversight and on-site construction for the OBO worldwide construction program, and assumes the primary responsibility for the execution of construction contracts through Project Directors who serve as the CORs.

Responsibilities

  • Performs a variety of functions related to Government Purchased Equipment (GPE) procurement with primary focus on the Forced Entry and Ballistic-Resistant (FE/BR) doors, windows, and related hardware materials.
  • Monitors implementation services for the Forced Entry / Ballistic-Resistant products.
  • Resolves complex physical and other functional security issues related to Force Entry / Ballistic-Resistant products.
  • Manages and oversees the Government Purchased Equipment quality assurance program.
  • Oversees emergency repairs of damaged FE/BR products in the event of a natural/terrorist event, which can involve deployment to an embassy/consulate of up to six weeks to oversee/assist with replacement of damaged FE/BR products after an attack.

Qualifications

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:
  • Experience inspecting forced entry / ballistic resistant doors and windows.
  • Experience with forced entry / ballistic resistant products to provide recommendations on alternate design specifications and/or installation methodologies.
  • Experience applying architectural and engineering contracting procedures and budget processes as they relate to long term international construction projects.
  • Experience managing physical security upgrade projects.

There is no substitute of education for specialized experience for the GS-13 position.

Qualified candidates are assigned a score between 70 and 100.
