The Office of International Aviation develops, coordinates, and executes Departmental international aviation transportation policy issues involving international civil aviation, bilateral and multilateral aviation negotiations, and licenses both U.S. and foreign airlines to serve international markets.

Responsibilities

As a Transportation Industry Analyst, you will:
  • Represent the Department at meetings of multilateral organizations, including the International Civil Aviation Organization (ICAO), to advocate for U.S. interests and positions on matters relating to international aviation policy, the economic regulation of international air services, and related aero political issues.
  • Negotiate multilateral air transportation agreements, terms of reference, work plans and other negotiated outcomes stemming from U.S. participation with multilateral organizations.
  • Assist in overseeing the Division's work relating to the review of individual carrier tariff proposals and the analyses of IATA pricing, services and agency agreements. Coordinate activities as appropriate with other offices of DOT and other departments and agencies such as the Departments of State, Treasury and Defense, and foster the development the personal contacts involved.
  • Guide and direct the performance of professional personnel in immediate office involving pricing issues. Distribute work to personnel in accordance with to staff capabilities. Instruct and advise staff as required in the performance of their duties and review the correctness and soundness of their work.
  • Prepare correspondence in response to Congressional and public inquiries about DOT decisions, positions and policies regarding pricing issues and suggest changes in DOT's rules and regulations.

Idea Candidate: OST is looking for a seasoned, motivated and self-reliant professional who can share their expertise in international air transportation policy and negotiating international civil air transportation agreements between the United States and foreign Governments with skilled professionals.

CONDITIONS OF EMPLOYMENT:

  • PCS/RELOCATION/RECRUITMENT: Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection.
  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).
  • DRUG TEST: This position has been determined to be a critical safety/security position as defined in the Department of Transportation (DOT) Order, DOT 3910.1D entitled "Drug and Alcohol-Free Departmental Workplace." Therefore, if selected for the position you will be required to submit to a pre-employment/pre-appointment drug test, you will also be subject to Random Drug Testing.
  • SECRET CLEARANCE: You must be able to obtain and maintain a secret clearance.


Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:
  • Experience working with multilateral organizations researching, identifying and clarifying issues or evaluating policy options to present opposing views on matters relating to international aviation policy, the economic regulation of international air services, and/or related aero political issues AND preparing written analytical reports that address the consequences of adopting them.

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:
  • Experience working with multilateral organizations analyzing the effects of existing or proposed regulatory/policy alternatives affecting matters relating to international aviation policy, the economic regulation of international air services, and/or related aero political issues AND preparing written analytical reports that address the consequences of adopting them as a regular and recurring part of your job with minimal supervision.


KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Technical Competence - International Aviation Transportation - Knowledge of principles, customs, and competitive practices of civil air carriers, and of air carrier operations, services or facilities, and regulations of the aviation transportation industry to advise on the departmental formulation, direction, and/or implementation of foreign policy of the United States involving international aviation relations to include the political or politico-economic nature of the United States with other governments to move people and goods.
  • Influencing/Negotiating - Persuades others to accept recommendations, cooperate, or change their behavior; works with others towards an agreement; negotiates to find mutually acceptable solutions.
  • Political Savvy - Identifies the internal and external politics that impact the work of the organization. Perceives organizational and political reality and acts accordingly.
  • Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Written Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience.
