MACPAC is seeking a financial analyst to provide a range of support in the areas of accounting, federal financial management, budget formulation and execution, internal controls, procurement, and contract administration. The analyst must be able to prepare and interpret various financial reports, perform reconciliations, ensure compliance with policies and procedures, internal controls, federal laws and regulations, and collaborate with MACPAC's external accounting service provider.

Major Duties
  • Serves as certifying officer for invoice payments and travel reimbursements.
  • Serves as coordinator for purchase and travel card program.
  • Serves as the primary point of contact for intragovernmental buy/sell transactions (G-invoicing).
  • Receives and reviews obligating and payment related documents for accuracy and completeness and transmits them to the external accounting service provider for recording in the financial system.
  • Maintains and reconciles internal and external financial reports to ensure accuracy and completeness.
  • Prepares status of funds and ad hoc reports for use by the chief financial officer, project officers, and other staff.
  • Reviews open obligation reports on a monthly basis to assess the validity of obligations.
  • Performs contract administration related to deliverables, invoicing, and contract close-out.
  • Works closely with project officers to identify issues with contract deliverables and invoices.
  • Assists in developing policies and procedures related to financial management and internal controls.
  • Prepares and maintains finance and contract files.
  • Performs other duties as assigned.
Knowledge and Skills
  • Strong knowledge of accounting principles and practices.
  • Ability to gain knowledge of federal appropriations law, budget, internal controls, risk management, contract administration, and procurement.
  • Ability to successfully work with MACPAC senior management, staff, federal trading partners, contractors, and other stakeholders.
  • Self-starter and motivated.
  • Strong research, problem solving, and analytic skills.
  • Excellent organizational skills and attention to detail and accuracy.
  • Ability to effectively communicate orally and in writing.
  • Ability to manage multiple responsibilities and tasks.
  • Experience using Microsoft Office Suite including Excel, Word, and PowerPoint.

    Experience and Education

    Bachelor's degree in accounting, finance, business administration, or other related field. Some experience in the federal government or other organizations is preferred, but will consider a highly motivated candidate who possesses the aptitude and willingness to learn.

    Salary is commensurate with experience. MACPAC employees also receive all regular federal employee health and retirement benefits. Qualified candidates should be prepared to work at least three days a week at the MACPAC office in downtown Washington, DC.

    This is a full-time position offering federal employee health and retirement benefits. While all MACPAC employees are currently working remotely, interested candidates should be ready to work at our office in downtown Washington, DC after Labor Day. Salary competitive with those in other federal agencies.
