Responsibilities

Serves as the Division Chief of the Office of Intergovernmental Affairs (IGA) to the Deputy Bureau Chief and other Bureau senior management officials. Oversees and directs legal work involving the Intergovernmental Advisory Committee, the Federal State Joint Conference, and the deployment of broadband services and the use of public rights-of-way. Provides Bureau management with information and recommendations concerning proposed or ongoing activities outside the Bureau, the effect of which impacts upon the successful execution and attainment of the Bureau's mission and objectives. Represents the Deputy Bureau Chief with oversight responsibility for IGA, and interfaces with Congress and federal, state, and local government officials, in consumer and industry meetings, discussions, and policy forums. Develops and maintains credible and effective personal relationships with representatives of the Commissioners' offices, other Bureaus and Offices, other government agencies, industry representatives, and citizen groups. He/she keeps abreast of legal developments affecting the Bureau by reviewing court and decisions, professional publications, and trade press; researching legislation, decisions opinions and regulations. Establishes performance standards and critical job elements of positions and evaluates work of employees.

Qualifications

Applicants must meet eligibility and qualification requirements by the closing date of this announcement. Current Federal employees must meet time-in-grade requirements by the closing date of this announcement.

Specialized Experience: For GS-15: Applicants must possess at least four years of professional law experience and at least one year must be equivalent to the GS-14 level in the Federal Service.

Specialized Experience: For this position includes the following:
  • Experience providing outreach to state and local governments, and other- federal regulatory agencies, as well as organizations representing those constituencies, fostering an excellent understanding of FCC programs, policies, rules and
  • Experience developing, directing and carrying out vital programs or activities designed to provide telecommunications services to the entire
  • Experience overseeing and directing the deployment of Broadband Services and the use of public-rights-of way.
  • Experience keeping abreast of legal developments affecting the Bureau by reviewing court and Commission decisions, professional publications; and trade press; researching legislation, decisions, opinions and regulations.
  • Experience communicating with high level officials within or outside an organization to provide expert advice and/or resolve sensitive legal and policy matters.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours worked per week.

Education

You must meet the minimum basic educational requirements for Attorney positions. Education requirements include: a professional law degree JD, LL.B., and/or LL.M.

3) Skill in written and oral communication, including the ability to make presentations to various levels of audiences.

4) Supervising or managing a subordinate staff.
