Due to the current events surrounding COVID-19, telework will be mandatory. When it is determined that EXIM will be moving to the reopening phase, the expectation will be to physically return to the office. Telework days and any waiting periods for eligibility will be determined at that time.

This position is located in the Office of the Chief Financial Officer, Portfolio Servicing and Accounting Division/Insurance & General Accounting Unit, and is under the direct supervision of the Portfolio Servicing and Accounting Director who is a direct report to the Vice President-Controller. The Department is responsible the accounting and servicing of the Bank's loans, guarantees, insurance, and related claims, debt rescheduling programs and certain administrative accounting.

At the full performance level, duties include, but are not limited to:
  • Supervises a staff of professional accountants and technical support personnel, serving as first-level supervisor. Supervisory responsibilities include full authority for managing the Insurance & General Accounting Unit.
  • Responsible for the overall planning and managing of EXIM's programs Servicing activities for staff accountants and technicians under incumbent's direct supervision and works independently under the supervision of the Portfolio Servicing and Accounting Director to set overall Department goals to support Controller and CFO's strategic plan and EXIM's mission. Incumbent works with Portfolio Servicing and Accounting Director to develop short-term and long-term work plans and objectives to support EXIM's mission.
  • Responsible for dealing and influencing staff, supervisors, and Directors and Deputies of other Divisions and units of EXIM Bank as well as interactions with Senior Management as directed by the Portfolio Servicing and Accounting Director on various aspects related to EXIM's loan, guarantee, insurance, claims portfolio servicing and general administrative accounting matters to ensure the Portfolio Servicing and Accounting department supports OCFO business plan and EXIM's organizational mission.
  • Manages activities related to credit servicing related to EXIM's portfolio of loans, guarantees, insurance, claims. Reviews activities performed by staff accountants and technicians to record and monitor credit activities such as disbursements of loans, claims, and participant shares, processing of repayments and recoveries. Responsible for the application of funds received to the proper credit and administrative expenses accounts. Prepares and manages the preparation of customer bills for outstanding principal, interest, and fees.
  • Monitors accrual and deferral of loans and guarantees fees and interest receivable. Adjusts accruals and prepares bills for outstanding principal, interest, and fees. Monitors the complete and accurate preparation as well as timely submission of bills to borrowers.
  • Incumbent is responsible for proper processing and accounting of insurance policy activities including insurance premium payments, reporting of insurance shipments and repayments, insurance cancellations, processing of insurance refunds (due to overpayment or prepayment of fees not utilized), broker commission and incentive, and etc.
  • Prepares complex reconciliations and supervises accountants and technicians in the preparation of various reconciliations of subledger accounts to ensure proper support of general ledger balances.
  • Systematically reviews operations and changes to Bank programs and policies.
  • Presents recommendations to the Portfolio Servicing and Accounting Director and the Vice-President Controller on matters relating to the development of Bank policies, accounting systems and operating procedures.
  • Monitors and reconciles cash accounts for all EXIM treasury account symbols.
  • Manages the processing of pertinent loan, guarantee, insurance, rescheduling, claim, and administrative expense disbursements which are not processed by Credit Admin & Claims Processing Division or by the Office of Resource Management.

Basic Requirements:

A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")


B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
  • In addition to the Basic Requirements noted above, applicants must also meet and demonstrate the specialized experience listed below:

    Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work):

    GS-14: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-13 level in the Federal Government. Specialized experience includes:
    • Experience using technology (i.e. excel pivots, complex formulas, etc.) to independently lead staff in the preparation of complex sub-ledger (i.e. Accounts Payable and Accounts Receivable) reconciliations to general ledge accounts to ensure proper recording of financial data in automated financial systems;
    • Experience in processing Accounts Payable and Accounts Receivable transactions, including receipts, disbursements, research, and resolution of cash suspense accounts (unallocated or unidentified funds), and providing customer support related to these transactions;
    • Experience leading analyzes of large sets of complex data to properly record financial data in accordance to U.S. Generally Accepted Accounting Principles (GAAP) in critical financial systems; and
    • Experience in supporting financial audit needs by compiling supporting documentation for credit program agreements (i.e. loan, guarantee, insurance, claim), data, and financial records and providing auditors and other staff with briefings to explain and support agency's proper recording of such transactions in the financial systems in accordance with generally accepted accounting principles.
    Education cannot be substituted for experience at the GS-14 grade level.
