Job Announcement

Performs a variety of complex administrative functions in the regulation, administration, and inventory management of the County’s fuel management program of 53 fuel sites . Assists in directing the County’s fuel management program and is directly responsible for fuel site maintenance and repairs daily to ensure all County fuel sites are safe, operational and accessible to customers, product is available, and compliance with all local, state, and federal guidelines and policies. This position works u nder the general supervision of the Management Analyst III (Logistics Manager), Administrative Branch. Specific duties include but are not limited to:

  • Coordinates and works closely with the Virginia Department of Environmental Quality (DEQ) on underground storage tank inspections.
  • Must obtain and maintain all required certifications of an Underground Storage Tank Operator (A, B, and C levels) as required by DEQ.
  • Coordinates with contractor for inventory control and tank tightness testing.
  • Ensures that the Fire Extinguisher inspections are completed on time and in accordance with all federal, state and local regulations.
  • Assists in the management and oversight of all tank replacements, removals, site expansions, and new construction to ensure site construction monitoring and environmental compliance with all applicable state and federal codes and regulations.
  • Responsible for all records, which should include notification forms, inspections, testing records, closure records and, if relevant, remediation or enforcement records.
  • Assists with the purchase and daily distribution of fuel (gasoline and diesel).
  • Proactively works with the Department of Procurement and Material Management in the development and review of solicitations for the fuel program.
  • Prepares reports on the distribution of fuel, comparative pricing and trends.
Note: The assigned functional areas of this position are inventory management, supply chain management, and procurement.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in the field related to the assigned functional area; plus two years of professional work experience within the functional area.

CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license.

PREFERRED QUALIFICATIONS:
Knowledge of purchasing and supply principles, laws, methods and procedures; knowledge of sources of supply, commodity of the kinds of materials, supplies and equipment generally used by the county Department of Vehicle Services to repair and maintain vehicles and equipment; working knowledge of accounting practices as applied to procurement activities including credit cards; ability to develop and maintain effective relationships with staff members, vendors, and the general public; ability to plan and supervise the work of staff; ability to prepare clear and concise reports; excellent communication skills. Proficient in Microsoft Word and Excel.
