Raytheon Applied Signal Technology (AST) seeks a highly skilled engineering/technology leader to serve as the Technical Director (TD) for its Surveillance Systems Division (SSD). Surveillance Systems designs, develops, manufactures, and supports Radio Frequency (RF) Signals Intelligence (SIGINT) sensors and Electronic Warfare (EW) techniques for the US Department of Defense (DoD) and Intelligence Community (IC), primarily in the airborne domain. The TD will report directly to the Division Director.The SSD TD has leadership and functional oversight (but not direct management responsibility) for a team of ~100 engineers and scientists developing SIGINT sensors and their associated real-time mission systems. This position works as part of a team with our CTO and the TDs for two other business Divisions within AST. TD will be primarily responsible for:Leadership and management of our Independent Research and Development (IRAD) portfolio - TD will lead between 6-12 advanced technology projects sponsored each year, each ranging from $50K to $2M. TD envisions, plans, organizes, staffs, oversees project execution, and holds periodic project reviews. The IRAD plans must balance our needs for research (understanding), development (creation), and demonstration (proof of principle) activities.Creation and championing of technology roadmaps - TD will create and publish technical roadmaps that align to SSD's business strategy, and are coordinated with the roadmaps of the other AST divisions and other roadmaps across RTX. These roadmaps comprehend customer needs, potential business discriminators, supplier roadmaps, risk, technical maturity, rate of adoption, upcoming technical obsolescence/product availability, partner co-investment, market impact, return on investment, etc. These roadmaps serve as the foundation for our technical priorities and determine IRAD investment and skillset/hiring priorities for future years. Customer and partner engagement - TD will have active engagement with customer TDs, CORs, COTRs, etc. to explore where we can find alignment between customer needs and AST capabilities/products. TD will actively engage other technical leaders from across AST and the Raytheon Technologies enterprise to identify new opportunities, promote reuse, and develop new business. TD will support marketing and proposal activities.Program support and oversight - provides technical oversight for existing RDT&E contracts to assess technical risk and ensure alignment with technical roadmaps. The TD will use their understanding of the customer's requirements and CONOPS in order to define architectures, drive technical solutions, and assist in the contractual program planning, execution, cost estimates, schedule management, risk/opportunity evaluation, and contingency planning. In this role, the TD works closely with the Division Program Management staff and the Division Chief Engineer.This role will actively coordinate with the RTX Technical Fellows, Principal Investigators, Chief Engineers, and Project Leads over a wide variety of products and programs to incubate new concepts and program solutions for customer needs. This individual must also be able to grasp new concepts quickly and be able to create innovative designs that lead to new business and growth. This candidate must be a Subject Matter Expert (SME) on relevant technologies and their implementation to DoD and IC customer concept of operations (CONOPS) and missions. The candidate will generate briefing material and must be able to effectively and clearly present the material to multiple leadership and executive levels within AST, RTX, and customer organizations. Up to 25% travel is expected for this position. Required Skills: Current Single Scope Background Investigation (SSBI) - eligible for an immediate TS/SCI Clearance.Minimum 12 years of directly relevant professional experience in the design, testing, production, fielding, and mission support of RF SIGINT or EW systems.Demonstrated expertise in RF SIGINT or EW system design, signal processing, mission software development, processing exploitation and dissemination (PED), aircraft integration, calibration, and testing.Detailed experience with the US DoD and/or IC customer base and customer mission objectives within the government national defense industryDemonstrated knowledge of program management processes for execution of complex proposals and programs. Experience leading QRC, high risk, and significant value RDT&E programs.Demonstrated experience leading advanced technology teams to successExpert technical prioritization and systems engineering skills Strong leadership, teaming, and motivational skills Experience developing technical baselinesNew business creation, including customer briefings, the generation of white papers, ROMs, proposals, and Gate Review packages Strong understanding of technical disciplines outlined above. Also desired is a deep understanding airborne RADAR, Electronic Warfare, and Cyber systems. Required Education/QualificationsBachelor of Science or Bachelor of Arts in Engineering, Science, Technology or Mathematics. A Master of Science and/or Ph.D. in relevant field is highly desirable. A degree in technology and/or business management is highly desirable.
