17 LOCATION OF POSITION 954 Forrest Street Baltimore, Maryland 21202 POSITION DUTIES This position will manage the Baltimore Regional Human Resource office supporting ten (10) pre-trial facilities and detention centers with 24-hour operations and approximately 2400 employees. Providing professional level oversight and supervision for recruitment, compensation, medical services, employee health and retirement benefits employment services and file management. Manager will be required to maintain DBM bi-annual human resource certification. Supervision and Office Management * Supervise professional, para-professional and clerical staff providing guidance, assigning and directing work including counseling and disciplinary actions as appropriate. Completion of bi-weekly timesheets and bi-annual performance reviews. Ensuring regional office is staffed during the core business hours. Managing the telework program. * Coordinates Performance Evaluation Program including bi-annual performance reviews, probationary status, extensions and terminations on probationary. * Coordinates the New Employee Orientation for permanent and contractual staff. * Manage the annual contractual renewal process. * Represent Human Resources on Regional committees and task forces. Policy Administration * Provide expert interpretation and implementation of State of Maryland laws, regulations, and policies including State Personnel and Pensions (SPP), COMAR Titles 10, 12 and 17, Family and Medical Leave Act (FMLA), DBM Reasonable Accommodations Policy and Procedure, DBM Sick Leave Guidelines, DBM Leave Programs, DBM Managing Medical Absences, Injured Worker Insurance Fund (IWIF)/Workers Compensation/Managed Return to Work, Recruitment, Collective Bargaining MOUs, Classification and Compensation and Correctional Officers Bill of Rights. Benefits Administration * Manage the annual open enrollment program and provide oversight for new employee enrollment and qualified events changes. Ensure staff maintain Health Benefits Certification and attends required training. * Manage the enrollment and retirement process for State Retirement Agency programs and supplemental programs. Manage SRA retirement deductions/reimbursement and various change processes. Ensure staff maintain Retirement Certification and attends required training. Workday/Personnel Transactions * Manages the timely and accurate data entry and approval of various transactions such as on-boarding, compensation changes, leave events, data changes, I-9, disciplinary actions, and supporting documentation. * Manage work performance through routine review of various Workday Reports. * Serve as Workday HR Partner. MINIMUM QUALIFICATIONS Education: A bachelor's degree from an accredited college or university. Experience: Three years of professional HR experience involving recruitment and employment services, classification and compensation, employee relations, test development and validation, job analysis, job evaluation, salary administration, HR program evaluation, or HR policy formulation. Notes: 1. Professional HR management work in the areas of recruitment and selection, classification, salary administration, employee-employer relations, or test development and validation or as a generalist may be substituted on a year-for-year basis for up to four years of the required education. 2. Paraprofessional personnel work experience may be substituted on a year-for-year basis for up to four years of the required education. Paraprofessional personnel work is defined as work involving the application of public sector personnel procedures, policies, rules and regulations to specific employment actions. Appropriate paraprofessional personnel experience includes responsibility for activities such as: preparing and maintaining employment records, calculating salaries, applying personnel-related rules and policies, preparing personnel-related reports, conducting employee orientation, counseling employees regarding benefits and obligations, and responding to inquiries concerning employment procedures. 3. Thirty graduate credit hours from an accredited college or university in the fields of HR/personnel administration, human resources management, business administration, public administration, statistics, tests and measurements, psychology or a related field may be substituted for up to two years of the required experience. 4. Candidates may substitute US Armed Forces military service experience as a commissioned officer in human resources management classifications or human resources management specialty codes in the human resources management field of work on a year-for-year basis for the required experience and education. DESIRED OR PREFERRED QUALIFICATIONS One year of supervision. One year of Workday experience One year of leave management, recruitment, or compensation experience LICENSES, REGISTRATIONS AND CERTIFICATIONS 1. Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, Department of Budget and Management within six months from the time of appointment to the position. Employees are also required to obtain recertification every six months thereafter. 2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
