The duty station for this position is Rockville, MD.

The supervisor will be Susan Salter.

This position IS not in the Bargaining Unit.

Although NRC has operated under full time telework for most staff during the COVID-19 pandemic, the position advertised in this vacancy announcement will not be approved for post-pandemic full time telework and the selectee will be expected to relocate to the stated duty station.

Responsibilities

As the Branch Chief in the Operations Branch, you will support the Office of the Chief Human Capital Officer mission to provide leadership, guidance, and support to NRC staff and management in attracting, developing, and retaining a high-performing, diverse, and agile workforce in support of the agency's mission. You will provide supervision and leadership to staff responsible for the development, management, and implementation of Agency-wide human capital programs. The successful candidate will perform the full range of duties. Duties include, but are not limited to:
  • Supervises a staff of HR professionals in the full range of HR operations work related to recruitment, staffing, placement, position management and classification encompassing clerical, administrative, scientific, and technical positions.
  • Interprets existing laws, rules, regulations, policies and procedures for use in decision making by managers, supervisors and ensure that advice and guidance regarding all aspects of the implementation of policies and procedures is available for all employees and managers.
  • Provides professional advice and guidance in arriving at acceptable alternatives for meeting immediate and future human resources needs, and in the implementation and execution of the human resources management functions specifically related to the agency's staffing and placement program.
  • Develops solutions, including IT solutions, to complicated, complex or non-standard problems related to the agency's staffing, placement and onboarding activities.
  • Takes a lead role in planning and implementing human resources management projects.

Occasional travel - Minimal local and overnight travel may be required for participation in training opportunities and attendance at meetings and conferences.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level (GG-14) in the Federal Service or equivalent experience in the private or public sector.

SPECIALIZED EXPERIENCE: demonstrates a thorough knowledge of human resources management regulations, policies, procedures, and practices pertaining to the functional areas of staffing, classification and position management.

The ideal candidate will be able to demonstrate the following:

1. Demonstrated ability applying the full range of leadership competencies to direct the work of a unit through the success of staff.

2. Extensive knowledge of Federal human resources laws, regulations, theories, practices, and procedures to provide authoritative leadership, guidance, and advice to staff members, and to advise management on sound recruitment and organizational management policies. Examples may include experience in recruitment and placement, workforce restructuring and reshaping, workforce analysis and data analytics, strategic workforce planning, and/or position classification.

3. Demonstrated ability to present ideas and advice in a clear, concise and logical manner, both orally and in writing, to operating officials, groups of applicants, employees, peers within the organization, the general public and staff at other federal agencies.

4. Knowledge of computer-based applications sufficient to oversee the operation of personnel information systems and to oversee the use of other automation tools in order to provide support to managers and employees.
