Summary

Serves in the Logistics Executive Office (LEO) branch of the Procurement & Logistics Office (P&LO). The position will be responsible for the analysis and advice in the design and adaptation of data repository systems. Analyzes current and/or required database depositories to design new or improved information for decision making for upper management and VHA Operations standardization teams.

Responsibilities

Major Duties Include:
Performs item management analyses such as development of life cycle or other cost analyses of projects, or performance of cost/benefit or economic evaluations of programs;
Develops procedures and systems for establishing, operating and assessing the effectiveness of administration control systems and line or operating programs; and the accomplishment, evaluation and/or monitoring of audits, inspections or management or internal control reviews;
Evaluates, possesses or makes recommendations for effective organizational changes;
Serves as team leader for region-wide studies or projects with significant organizational changes;
Analyzes and evaluations, on a quantitative or qualitative basis, the effectiveness of programs or operations in meeting established goals and objectives.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/02/2021.

Time-In-Grade Requirement: Applicants who are current, permanent Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 showing your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one year time-in-grade.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Conducts research, analysis, and evaluation to improve program effectiveness and efficiency. Conducts fact-finding, analysis, problem solving, writing, and consulting to identify problems and recommend solutions and prepare reports, analyses, etc. Plan, organize, and direct team study work. Negotiate with management to accept and implement recommendations. Experience planning, organizing, and directing multi-functional and multiorganizational team studies. Experience in human resources, professional development training, supply chain systems operations or of systems program management, using a comprehensive knowledge of policy requirements to function as a technical authority. Integrates logistics operations with acquisition, fiscal/budget, clinical and administrative activities. Practices continuous quality improvement concepts and practices, including theory of constraints, lean management and six sigma, or similar. Manages projects to include cost estimating, planning, projecting, budgeting, project integration, interoperability, and sustainability.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.A full year of work is 35-40 hours of work per week. Part-time experience will be credited based on time spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
