Summary

This position is part of the The Privacy and Civil Liberties Oversight Board. The incumbent will be responsible for serving as the General Counsel for the Privacy and Civil Liberties Oversight Board ("Board").

Responsibilities

  • Providing advice and counsel to the Board and Board Members on legal and policy issues relating to the Boards operations.
  • Assisting the Board and Board Members with research and analysis and on legal and policy issues related to the Boards operations as well as legal issues relevant to pursuit of the Boards mission.
  • Interpreting laws, statutes, and regulations and advising Board Members and senior management on proposed and existing legislation and policies.
  • Preparing and reviewing congressional testimony, providing senior level officials with legal advice on various aspects of policies, plans and programs.
  • Advising managers, employees, and the general public on issues related to FOIA, ethics, and a wide variety of matters concerning employee behaviors and responsibilities.
  • Developing and maintaining policies, procedures and systems, supervises the Deputy General Counsel and the overall activities of the OGC to ensure smooth coordination of activities among Board staff.
  • Representing PCLOB in formal legal proceedings, including legal actions filed against the PCLOB.

Qualifications

You must meet all of the following qualification requirements.
A. You must possess a J.D./LL.B. Law Degree from an accredited college or university; AND
B. You must be an active member in good standing of the Bar of a state, a territory of the United States, the District of Columbia; AND
C. Specialized experience is defined as experience that is in or directly related to the line of work of this position and has equipped you with the knowledge and competencies to successfully perform the duties of this position. More specifically, this requirement involves experience in: advising and providing legal advice to managers and employees; researching and analyzing legal and policy issues; interpreting laws, statutes and regulations; and experience in representing an agency/company in formal legal proceedings.

Only experience and education obtained by the closing date of this announcement will be considered.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). SERIES/GRADE:
The agency uses the Administratively Determined system in which rank is attached to the individual. The salary range for this position is statutorily capped at $161,700 and is equivalent to an Executive Schedule Level V.

Telework Suitability:
The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.

Stipulations of Employment:
This is an opportunity for permanent employment in the excepted service. Selection for this position will require serving a two-year trial period.

Work Schedule:

This position requires a fixed work schedule; flexible work schedules will not be authorized.
