The Senior Advisor for Policy and Program Integration serves as a key member of the Deputy Secretary's top policy and planning staff and contributes to program and policy development throughout the Office of the Secretary and Department of Commerce.

Responsibilities

The Senior Advisor for Policy and Program Integration reports directly to the Deputy Secretary. Responsibilities include:

-Reviews the activities, programs, and policies of the Department and its various operating segments. Advises the Deputy Secretary as to progress of such operating programs and recommends changes in program intent and operating procedures as may lead to the improvement of mission effectiveness.

-Evaluates operating proposals and advises the Deputy Secretary regarding their implications and suggests appropriate revisions or alternative proposals to meet the needs and goals of the Department.

-Serves as project/program manager for key Department-level projects as assigned by the Deputy Secretary.

Applicants are required to submit a narrative statement for each Professional/Technical Qualification (PTQ) and each Executive Core Qualification (ECQ) listed. This is a traditional method announcement, meaning qualification narratives are required. ECQ narratives must be no more than ten pages total; PTQ narratives should be no more than two pages each. If you are currently serving under a career Senior Executive Service (SES) appointment, are eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by the Office of Personnel Management (OPM) and had your ECQs certified by OPM, then you only need to address each PTQs, and you do not need to submit ECQ narratives. All other applicants must attach ECQs and PTQs, addressing each ECQ and PTQ separately. You MUST attach supporting documentation with your application. Applicants must meet all of the qualification requirements by the closing date of the announcement.

The selectee is subject to Department approval. Initial appointment to the SES must have ECQs certified by an Office of Personnel Management (OPM) Qualifications Review Board prior to appointment.

OPM must authorize any employment offers made to current or former (within the last 5 years) political Schedule A, Schedule C, or Non-career SES employees in the executive branch. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, or Non-career SES employee in the executive branch, you must disclose that to the Human Resources Office.

Qualifications

To qualify, applicants must provide clear evidence of progressively responsible executive level leadership experience and office management experience directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and their fundamental competencies and Professional/Technical Qualifications (PTQs). Experience must demonstrate the ability to perform the duties of the position.

EXECUTIVE CORE QUALIFICATIONS (ECQs): The following are the five ECQs and their fundamental competencies. The ECQs were developed to assess executive experience and potential, not to evaluate technical experience. ECQs measure whether an individual has the broad experience needed to succeed in a variety of SES positions.

ECQ 1 - LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. (Competencies: creativity and innovation, external awareness, flexibility, resilience, strategic thinking, vision)

ECQ 2 - LEADING PEOPLE: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. (Competencies: conflict management, leveraging diversity, developing others, team building)

ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. (Competencies: accountability, customer service, decisiveness, entrepreneurship, problem solving, technical credibility)

ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically. (Competencies: financial management, human capital management, technology management)

ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. (Competencies: partnering, political savvy, influencing/negotiating)

PROFESSIONAL TECHNICAL QUALIFICATIONS (PTQs):

1. Broad knowledge and background in business administration that contribute to an effective level of planning, development and administration of major program operations.

2. Demonstrated ability to analyze executive-level policy and program issues, and to provide comprehensive recommendations.

3. Demonstrated ability to communicate complex issues (orally and/or in writing) before formal and informal groups.

Background Investigation: This position is designated as critical-sensitive and requires that a background investigation be conducted and favorably adjudicated.

Financial Disclosure: This position is covered under the Ethics in Government Act, requiring comprehensive financial disclosures from employees. The appointee will be required to file a Public Financial Disclosure Report (SF-278) within 30 days after appointment and then annually thereafter.

Qualifications Approval and Probationary Period: Persons newly selected for career appointment to the SES must have executive core qualifications approved by OPM and will be required to serve a 1-year probationary period.

Mobility: Individuals selected for SES positions may be subject to reassignment across geographical, organizational, & functional lines.

The physical worksite is located in Washington, DC. However, the Office of the Secretary is currently under a maximum telework posture due to the COVID-19 pandemic; therefore, this position is currently under a 100 percent telework schedule. The position's telework schedule will likely change in the future when it moves away from its maximum telework posture. At that time, the incumbent will be expected to report to the physical work site in accordance with the updated status requirements of their supervisor. The nature and scope of future telework opportunities will be subject to the unit's telework policy, any applicable bargaining unit agreements, and supervisory approval. Non-compliance with the supervisor's telework-schedule requirement could result in adverse action, including separation.

The ERB will make recommendations on best qualified candidates to the appointing authority.
