This position is located in Taylor Street, Collections Division, National Library Service for the Blind and Print Disabled, Library Collections and Services Group.

The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area.

The incumbent of this position will work a flexitime work schedule.

This is a supervisory, non-bargaining unit position.

Responsibilities

Provides administrative and technical supervision relative to the staff supervised. Plans work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work; Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees; Observes workers' performance; demonstrates and conducts work performance critiques. Establishes guidelines and performance expectations for staff and clearly communicates these through the formal employee performance management system. Provides informal feedback and periodically evaluates employee performance. Resolves informal complaints and grievances. Recommend appointment, promotion, or reassignment and develops work improvement plans, recommending personnel actions as necessary. Provides advice and counsel to workers related to work and administrative matters. Effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases. Reviews and approves or disapproves leave requests and certifies time and attendance records for staff. Assures that subordinates are trained and fully comply with safety regulations and safeguard sensitive and personally identifiable information (PII) of employees. Furthers the objectives of diversity and inclusiveness by taking positive steps to assure the accomplishment of diversity and inclusiveness and by adhering to nondiscriminatory employment practices in regard to political, religious, or labor organization affiliation or non-affiliation, marital status, race, color, gender, sexual orientation, national origin, non-disqualifying disability, age, or other non-merit factor.

As a technical authority, plans, develops, organizes, administers, evaluates, and coordinates a comprehensive materials and processes quality assurance program for all quality assurance functional program areas, including braille and audio production.

Serves as a technical authority on all quality assurance processes and procedures for accessible NLS content, including braille and audio production. Advises the Chief, Collections Division, and division supervisors on principles and techniques of braille and audio quality assurance.

Ensures the development or conduct of various quality assurance training's with emphasis on work procedures and techniques due to the unique conditions and practices of a variety of activities.

Conducts pre-award surveys to assess contractor's production activities, technical capabilities, and competence to meet contract quality requirements, under the supervision of the Library's contracting officer. Evaluates quality portion of contractor's proposals as an expert member of the Collections Division evaluation team. Evaluates the contractor's quality systems, either independently or as a member of a team. Participates in formulating numerous contracts, certifies completeness and accuracy of bid packages, specifications and drawings prior to sending them to contractors. Assists in pre-award audits of manufacturers by the Library's contracting officers to evaluate their qualifications for possible award of contract, evaluates acquisitions will meet the contract criteria.

Directs the planning, development, implementation and evaluation of quality assurance programs used by contractors in producing NLS materials under contract. As the Contracting Officers Representative, monitors contractor's performance during the contract, maintains performance records and enforces all contract requirements.

Maintains liaison with patrons, regional libraries, multistate centers and manufacturers of NLS materials to ensure production and contract requirements are met. Provides technical guidance to the manufacturers, NLS personnel, regional libraries, multistate centers and volunteers. Serves as a member of various advisory committees and review boards.

Develops criteria to address new technical issues, resolve very complex problems, or implement a major new business strategy for a life cycle phase. Represents NLS by participating in state, national and international meetings relating to production or quality assurance activities. Gives presentations and demonstrations to interest groups. Prepares correspondence for own signature or appropriate administrative personnel, training manuals, newsletters, case histories of programs, and reports on results of quality assurance activities. May plan and direct workshop sessions and other meetings to explain production or assign quality assurance staff members for attendance or participation at such functions. Assists in developing new resources and production capabilities. Establishes criteria for evaluation of new materials and sources of supply. Undertakes survey of user groups and attends meetings to evaluate acceptability of equipment and materials.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid the minimum step of the grade.
