Summary

The Office of Inspector General (OIG) is an independent entity within the Peace Corps and has the broad responsibility as established by the Inspector General Act of 1978, as amended, to: prevent and detect fraud, waste, and abuse; promote economy, efficiency, and effectiveness; conduct and supervise audits, evaluations, and investigations, and keep the Director and Congress fully and currently informed.

The Attorney Advisor provides legal advice to OIG Legal Counsel and OIG officials.

Responsibilities

The Attorney Advisor performs the following major duties:
  • Legal Advice and Guidance - Addresses legal questions concerning the interpretation and application of statutes, rules, regulations, and agency policy as they pertain to audits, investigations, evaluations including related contracts, claims, or other legal instruments. Provides legal advice on administrative processes and proposed legislation.
  • Conducts Legal Research and Prepares Legal Reports and Opinions - Prepares memoranda or reports outlining the legal issue, analyzing the factual and legal issues involved, explaining the application of legal principles and precedents, and justifying recommendations or conclusions. Produces written work that is subject to review for soundness of approach and argument, application of legal principles, and consistency with governing policies, procedures, and regulations of the Peace Corps.
  • Legal Advice and Guidance on International Matters - Provides legal advice on difficult international law matters affecting the plans and operations of a single program or activity. Conducts research on international laws, legal opinions, policies, regulations, legal texts, and precedent cases bearing on the legal issues involved in the problem, proposal, or case.

Intelligence Background Information

Peace Corps Manual Section 611 is applicable to this position. This section prohibits the employment of certain persons previously engaged in intelligence activities or connected with intelligence agencies within the past 10 years. If you have ever worked for the Central Intelligence Agency (CIA), you are not eligible for employment at the Peace Corps in any capacity, and you should not apply for employment.

PC-1336 Form: Applicants who are found to be otherwise qualified will be required to submit upon request in the future a completed PC-1336 form , or narrative signed statement, indicating whether the applicant has been involved in or has had any connection with intelligence activities or related work and, if so, the nature and dates of his or her involvement. Failure to meet this requirement will result in the applicant being rated ineligible for further consideration. If you have any other type of possible intelligence connection, your application will not be further considered until you submit this form. Except when the CIA or the National Security Agency (NSA) is involved (see below), if your connection with an Intelligence Agency involves an immediate family member who works or has worked in intelligence, the immediate family member should complete the form, not the applicant. Usually relying on memory is sufficient to answer most if not all of the questions. If you have an immediate family member who works or has worked for the CIA, you should not give them this form to complete. Qualifications

Time-in-Grade Requirements: Any individual who is currently holding, or who has held within the previous 52 weeks, a position in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). NOTE: All current or former Federal employees (including internal employees), must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure, and type of service (Competitive or Excepted).

Applicants must be a graduate of a school of law school accredited by the American Bar Association and an active member in good standing of the bar of a state, territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico.

Specialized Experience:

You must meet the specialized experience at the grade level(s) in which you choose to be considered by 11:59 p.m. Eastern Standard Time (EST) on the closing date of the announcement. You will receive credit for all qualifying experience, including volunteer experience. To ensure full credit for your experience, please indicate dates of employment by month, day, and year and the number of hours worked per week in your resume.

This vacancy is being announced at two (2) grade levels:

FP-4

Qualifying experience for the FP-4 level includes one year of specialized experience at least equivalent to the FP-5 or GS-9 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To qualify you must have completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD). Specialized experience includes: Conducting legal research, analysis and providing legal advice and support services with respect to problems or questions involving programs or operations.

FP-3

Qualifying experience for the FP-3 level includes one year of specialized experience at least equivalent to the FP-4 or GS-11/12 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. You must possess a Juris Doctorate (J.D.) or LL.B from an accredited ABA law school, active bar status in good standing, and one year of professional legal experience post bar admission equivalent to the GS-11 level. Specialized experience includes: Providing legal advice and analysis on complex matters to include legal drafting and rendering of legal opinions, reviewing documents for legal consistency with all applicable legal authorities, including demonstrated ability to apply legal requirements on matters involving administrative, regulatory, constitutional, and criminal law, as well as, experience communicating with senior management.
