Summary

Join the Team! This position is located in the Headquarters Office of the Consumer Product Safety Commission, Office of Financial Management, Planning & Evaluation, Division of Planning, Budgeting and Evaluation. The Office of Financial Management, Planning, & Evaluation (EXFM), Division of Planning, Budget and Evaluation (FMPB) is responsible for performing the full range of budget duties for CPSC.

Responsibilities

The incumbent of this position will perform a variety of analytical duties connected with the formulation, justification, presentation, execution and review of of the agency's budget as well as substantial segments thereof.

Responsibilities include the following:
  • Assists in the development of the agency performance budget for external stakeholders, ensuring requirements are defined and realistic budget estimates are developed. Develops and maintains budget tables and schedules in support of budget requests.
  • Coordinates the preparation of the annual CPSC budget for assigned areas. Reviews, analyzes and edits budget estimates and requests submitted by managers for conformance with budgetary policy and guidance.
  • Develops cost benefits analyses of proposed budgetary and program actions and advises program managers of advantageous courses of action. Also, imparts detailed knowledge of the budget and program planning activities of assigned or previously assigned areas to junior analysts.
  • Assists in the preparation of budget justifications to OMB and Congress.
  • Prepares budget documents and supporting material for presentation to the CFO, Commission and submission to OMB and the Congress
  • Coordinates the agency's annual mid-year process to identify surplus funds and new project/program priorities. Assists in developing annual mid-year guidance and works with Budget Officer and Budget Team Lead to communicate guidance to program offices. Analyzes mid-year submissions from program offices and provides prioritization recommendations on new projects or initiatives that should be funded with surplus funds.
  • Oversees the annual agency operating plan for assigned areas.
  • Prepares analysis in support of budget execution duties.
  • Recommends approval/disapproval of expenditures or fund requests in assigned area.
  • Coordinates CPSC's salaries and benefits budget.
  • Ensures that treasury warrants, OMB apportionments, and Commission allotments and allowances (all critical elements of the agency funds control system) are timely and accurately prepared and that agency management is timely notified of any need for adjustment to avoid violation of the Anti-Deficiency Act.
  • Reviews, analyzes, and interprets legislation, appropriation language and accompanying reports.
  • Prepares special studies as assigned by the Budget Officer.

Qualifications

SPECIALIZED EXPERIENCE:

Applicants must have 52 weeks of specialized experience equivalent to the GS-11 level. Specialized experience is experience that has equipped the candidate with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Applicants must meet the time-in-grade requirements of the position within thirty (30) days of the closing date of this announcement.

Qualifying specialized experience must demonstrate:

GS-12: preparing budget estimates and justifications for operating program areas; reviewing and coordinating documents that reflect budget execution activities; analyzing and reconciling budget documents; developing and coordinating budget submissions; generating a variety of budget related written documents, and recommending or providing guidance on financial/budget policies and procedures.
