Responsibilities

MAJOR DUTIES:

As a Labor and Employee Relations Specialist, your major duties include:
  • Serving as an Agency senior technical advisor on performance and conduct-based actions and related programs policies and practice.
  • Interpreting and applying labor and employee relations rules, regulations, policies, procedures, case law, etc. for cases involving new, complex, highly controversial, politically sensitive, or precedent setting matters.
  • Researching precedent-setting case law to assure that the Agency's actions are appropriate and legally defendable, including developing case strategy.
  • Writing case related documents (e.g. documents to be issued to employees by agency managers, Agency responses to union information requests and congressional inquiries, Agency submissions in response to find third party appeals etc.)
  • Developing solutions to program issues that arise at the Agency level where extremely complicated, complex, precedent setting or politically sensitive problems have potential for serious impact on numerous employee or major portions of the Agency.

QUALIFICATION REQUIREMENTS:

To qualify for this GS-12 position, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service.

Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

Examples of qualifying specialized experience equal to a GS-11 level include performing the following types of tasks on a regular and recurring basis:

Drafting responses for complaints, grievances, and appeals for higher level review and approval; providing guidance to managers regarding day-to-day basic/routine employee relations matters; and reviewing new or proposed employee relations policies, procedures, and guidelines.

To qualify for this GS-13 position, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service.

Examples of qualifying specialized experience equal to a GS-12 level include performing the following types of tasks on a regular and recurring basis:

Consulting with settlement officials and implement settlement agreement stipulations; providing strategic advice and guidance to management on employee labor union issues and the negotiation of union contracts; and providing advisory services to managers regarding day-to-day employee relations matters, as well as on specifics for adverse action.

If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

EMPLOYEE RELATIONS - Understands and demonstrates knowledge of laws, rules, regulations, case law, principles, and practices related to employee conduct, performance, and dispute resolution.

LABOR RELATIONS - Understands and demonstrates knowledge of laws, rules, regulations, case law, principles, and practices related to negotiating and administering labor agreements.

RESEARCH AND EVALUATION - Knowledge of the principles, methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results.

WRITING - Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (e.g., facts, ideas, or messages) in succinct and organized manner; produces written information, which may include technical material that is appropriate for the intended audience.
