This position is located in the Office of Special Education and Rehabilitative Services (OSERS), Office of the Assistant Secretary, Executive Office. The Executive Office supports OSERS in the areas of S&E budget administration, information technology and security services, human capital support, contract and acquisition planning, and various administrative services.

As a Management and Program Analyst, GS-343-12, you will:
  • Serve as OSERS Travel Administrator ensuring that staff adhere to Federal Travel and agency regulations.
  • Serve as the Personnel Security Support Specialist facilitating proper badging (property and system access card) protocol.
  • Serve as the Onboarding/Offboarding point of contact responsible for on-boarding and exit clearance processes.
  • Serve as Executive Office SharePoint point of contact responsible for updating and managing internal webpages.
  • Provide organizational support by developing or updating training materials/job aids and facilitating training.

As a Management and Program Analyst, GS-343-13, you will:
  • Serve as OSERS Travel Administrator ensuring that staff adhere to Federal Travel and agency regulations and provide analysis to support senior-leader decision-making.
  • Serve as the Personnel Security Support Specialist facilitating proper badging (property and system access card) protocol. Ensure required background investigations are initiated in a timely manner.
  • Serve as the primary Onboarding/Offboarding point of contact responsible for on-boarding and exit clearance processes and updating internal employee handbooks.
  • Serve as the SharePoint Support Specialist responsible for updating Executive Office SharePoint pages; create and/or update electronic fill-able forms, organizational charts, etc.
  • Provide organizational support by delivering training, developing and designing training materials; coordinating the development of comprehensive training plan; and creating and/or updating training materials or job aid.

Qualifications

Specialized Experience for the GS-12
One year of experience in either federal or non-federal service that is equivalent to at least a GS-12 performing at least two (2) out of three (3) of the following duties or work assignments:

1. Experience processing travel authorizations in accordance with federal travel regulations and/or travel procedures.

2. Experience processing personnel security matters on behalf of an organization.

3. Experience delivering training to internal and/or external customers.

Knowledge, Skills, and Abilities (KSAs)
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). 1. Knowledge of Federal and agency regulations.

2. Ability to provide guidance and technical assistance.

3. Knowledge of administrative procedures and processes.

5. Ability to communicate effectively to make recommendations to management and brief them.

Specialized Experience for the GS-13
One year of experience in either federal or non-federal service that is equivalent to at least a GS-12 performing at least two (2) out of three (3) of the following duties or work assignments:

1. Experience providing guidance on federal travel regulations and/or travel procedures.

2. Experience providing guidance on personnel security matters on behalf of an organization.

3. Experience developing training for internal and/or external customers.

1. Knowledge of the budget and discretionary grant processes and with the G5 database.

2. Ability to track program budget operations and decisions for grants, contracts, interagency agreements and directed appropriations.

3. Skill in adapting analytical techniques and evaluation criteria to measure and improve program effectiveness in organizational productivity.

4. Ability to communicate orally and in writing with other staff within the Department to achieve program goals in a timely manner.

Telework: During the current period of mandatory telework required by the Agency's COVID-19 response, telework will be mandatory. When it is determined the Agency will be moving to the reopening phase, employees will be expected to physically return to the office of their official duty locations. How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.
