As a Building Information Manager, you will work with the Branch Chief in administering a regional program designed to track, manage and report on the building information in the Central Facilities Repository (CFR).

Location of position: General Services Administration (GSA) Public Buildings Service (PBS), National Capital Region (NCR), Potomac Service Center, Washington, DC.

  • Serve as the regional resource/technical expert for the management of information for buildings contained within extensive and complex PBS business systems, and directly supporting a) the adequacy, accuracy and uniformity of building information; b) management of region-wide building information validation (BIV) and subsequent update efforts, c) maintenance of accurate building information providing real-time information to business lines and regional management; and d) business line documentation used as the basis for customer agency planning, design, leasing and facility operations, and involving the most complex properties/geographic areas within the regional inventory.
  • Analyze levels of accuracy in property documentation characteristics and responds to changing operating needs; supports PBS business planning activities and evaluates and reports findings to PBS management. Maintains the integrity of building information for all Federally-owned and leased space and prepares documents to satisfy various PBS business needs for planning, design, construction, leasing and operations of the real estate inventory.
  • In coordination with other PBS business lines, ensures that all federally owned properties and multi-tenant lease facilities are accurately documented, and that changes in current building conditions are recorded and corrected in a timely manner.
  • Develop building information review and validation processes and coordinates revised or reported deviations affecting the physical asset(s) within GSA's real estate inventory.
  • Provide technical guidance and support to PBS-based personnel in overall efforts to manage and oversee the successful implementation of regional buildings information for all Federally-controlled assets within PBS. Serves as a primary contact in coordinating the development and accuracy of building information data, working to ensure overall data integrity throughout the Service.

The GS-13 salary range starts at $103,690.00 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.


To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is analyzing building plans and/or models using Computer Aided Design (CAD), 2-D, 3-D, 4-D modeling and Building Information Modeling (BIM); implementing, auditing, validating and managing a building information library; and establishing data management standards, policies, and procedures.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application. Here's how it will work:
  • You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:
  • Knowledge of the mission, function and various business lines within PBS. Expert knowledge of the building information taxonomy. Knowledge of substantive program operations within PBS, technical expertise and specializations within varying program activities, and an understanding of the interrelationships among PBS Divisions and program operations.
  • Knowledge of analytical and evaluative qualitative and quantitative methods and principles to conduct and validate complex studies; apply appropriate program evaluation and measurement techniques in determining and reshaping program initiatives; measure program accomplishments; evaluate emerging trends and make substantive recommendations regarding applicability to GSA, and recommend new policies and procedures as required.
  • Knowledge of Spatial Data Management, BIM Modeling, BIM Analysis, CAD Designing, Database Management and their principles, practices and techniques to support the overall coordination of PBS operating requirements and the corresponding standards used to assess the integrity of data and building information contained in PBS' information systems, including CFR , ePM, eSmart or their respective replacement(s), etc., in order to develop new methods, approaches, procedures, and to address outdated or inaccurate building information of Federally-owned and/or leased buildings and/or space in GSA's inventory.
  • Skill in writing technical reports and summaries in different formats and public speaking as demonstrated by training, facilitation, and presentation skills.
