The U.S. Department of Commerce's Economic Development Administration (EDA) is seeking quality job applicants under special hiring authority provided under the American Rescue Plan Act (ARPA) to both help promote our funding opportunities and administer grants under ARPA. These ARPA positions are located in our Headquarters and Regional Offices or across their regions.

  • Analyze current functional statements, functional alignment and organizational structure, in order to recommend an optimal future state for a balanced organizational alignment and structure both functionally and for full-time equivalents (FTEs).
  • Assist with leveraging industry and functional workforce and career management best practices to link workforce requirements to support the growth of the organization.
  • Develop innovative and robust talent acquisition strategies and hiring plans for each EDA team.
  • Assess and make recommendations to mitigate competency gaps.
  • Develop and maintain an EDA Corporate Enterprise Selection Panel Policy for senior level positions.
  • Perform thorough analysis of existing qualitative and quantitative workforce data, provide detailed and expert workforce analysis on current staffing functions.

Volunteer work helps build critical competencies, knowledge and skills and can provide valuable training and experience that translates directly to paid for all qualifying experience, including volunteer experience.

To qualify for the GS-14 grade level you must have one full year of specialized experience. You must possess 52 weeks of specialized experience at a level of difficulty and responsibility equivalent to the GS-13. Specialized experience:
  • Review and validate workforce competencies associated with current mission and organizational functions.
  • Identify future workforce competency needs that align with emerging or evolving mission and/or organizational functions.
  • Serve as the subject matter expert and HR resource developing and providing consulting services on interview selection methods and techniques, managerial policies and practices and performance management.

Background Investigation: This position is designated as Non-sensitive/Low Risk and requires that a background investigation be conducted and favorably adjudicated in order to establish security eligibility.

Please note this position is being filled under the American Rescue Plan Act (ARPA). Employees will be hired under ARPA's Hiring Authority as a Schedule A employee under the Excepted Service for a period not-to-exceed two (2) years.
