The U.S. Department of Commerce's Economic Development Administration (EDA) is seeking quality job applicants under special hiring authority provided under the American Rescue Plan Act (ARPA) to both help promote our funding opportunities and administer grants under ARPA. These ARPA positions are located in our Headquarters and Regional Offices or across their regions.

Oversee the strategy and implementation of all of the ARP programs. This includes overseeing and managing the teams who will perform the functions, including but not limited to:
  • Announcing awardees for the various grants, as well as appropriately notifying all applicants of their status, including informing key stakeholders (e.g., Congress, other federal agencies).
  • Effectively run a project management team and office that will continually have a pulse on the status, metrics, success, issues, barriers, etc. of the various ARPA programs.
  • Appropriately taking action to address issues or escalating issues with the implementation of any of the ARPA programs.
  • Oversee the outreach and communications strategy and implementation for the American Rescue Plan programs.
  • Develop and implement systems and processes to measure and evaluate the effectiveness of the various ARPA programs.
  • Develop, implement and oversee the risk management and compliance functions for the ARP programs to reduce risk, mitigate fraud, waste and abuse and ensure compliance with appropriate regulations and laws.
  • Effectively build and maintain relationships with key ARPA stakeholders to ensure they are appropriately engaged on ARP implementation
  • Conducting outreach to build awareness, educate and provide technical assistance to potential applicants, particularly those from underserved communities

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, Americorps) and other organizations (e.g., professional, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge and skills and can provide valuable training and experience that translates directly to paid for all qualifying experience, including volunteer experience.

To qualify for the GS-15 grade level you must have one full year of specialized experience. You must possess 52 weeks of specialized experience at a level of difficulty and responsibility equivalent to the GS-13. Specialized experience includes:
  • Developing and implementing a grant review process to review and evaluate application and select awardees in a transparent, consistent manner;
  • Managing the team that will execute the outreach and communications plan;
  • Developing and putting in place a process to collect the key data and metrics to evaluate effectiveness of programs;
  • Develop, implement and oversee the risk management and compliance functions for programs to reduce risk, mitigate fraud, waste and abuse and ensure compliance with appropriate regulations and laws

Background Investigation: This position is designated as Non-sensitive/Low Risk and requires that a background investigation be conducted and favorably adjudicated in order to establish security eligibility.

Please note this position is being filled under the American Rescue Plan Act (ARPA). Employees will be hired under ARPA's Hiring Authority as a Schedule A employee under the Excepted Service for a period not-to-exceed two (2) years.
