Responsibilities

This position is located in ARP/Office of Airport Compliance and Management Analysis (ACO-1); Airport Compliance Analysis Division (ACO-100). The Office of Airport Compliance and Management Analysis oversees the Airport Compliance Program and holds primary responsibility for interpreting, recommending, and developing policies and resolving matters that involve the Federal obligations of airport sponsors. It also adjudicates formal complaints and FAA-initiated investigations under Title 14 Code of Federal Regulations, part16, Rules of Practice for Federally-Assisted Airport Enforcement Proceedings, and monitors airport sponsor compliance with limits on the use of airport revenue. The incumbent serves as a Financial Management Analyst for the Airport Compliance Division.

Is a recognized subject matter expert in a specialized area and provides leadership for highly complex and challenging activities under the minimal direction of a manager or executive. May act as a principal specialist to develop new and innovative approaches, methodologies, and/or techniques or as a team leader to define and direct challenging projects/programs/activities. Shares responsibility for the performance of programs/projects that frequently affect more than one LOB/SO or the FAA as a whole.

Applies experience and an expert technical knowledge in conducting financial reviews to determine compliance with Federal laws, policies and grant assurances regarding the lawful use of airport revenue. Manages programs and projects in their purview using project management and analytical skills. Identifies and resolves challenging problems or issues that often cross organizational boundaries and impact on the accomplishment of strategic objectives.

Conducts on-site airport financial reviews, which includes but not limited to a review of airport's financial statements, leases, etc., to determine an airport's compliance with Federal laws, policies and grant assurances. Develops reports of airport revenue diversion findings and provides a plan if an airport needs to implement a corrective action plan. Evaluates costs charged by an airport's sponsor (city, county or state government) against its cost allocation plans, utilizing cost principles for state and local government, applicable under Office of Management and Budget (OMB) Circular A-133, to ensure compliance with the airport's Federal obligations.

Reviews airport single audits reported under the Department of Transportation, Office of Inspector General and OMB Circular A-133 and resolves any outstanding issues. Develops compliance reports ensuring each report is clear and reflects pertinent facts. Communicates the findings and provides analyses to support findings and/or conclusions.

Provides assistance and guidance to FAA Regional and District Office personnel, as well as airport operators in resolving airport revenue issues on both a location-specific basis and at the national level.

Analyzes and interprets administrative policies and guidelines to provide management advice and counsel on the current and future optimal operation of assigned programs. Evaluates organizational activities to ensure conformance and timeliness in meeting goals and objectives. Defines and develops internal polices and procedures; predicts potential issues and proposes preventive actions.

Provides technical analysis in identifying and analyzing emerging issues, working both independently and collaboratively to develop and evaluate alternatives to resolve problems and improve existing or the development of new processes.

Qualifications

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG/GS-13 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

SPECIALIZED EXPERIENCE IS DEFINED AS: Experience in conducting financial reviews to determine compliance with Federal laws or policies or the lawful use of revenue, drafting reports of revenue diversion findings or providing a plan if corrective action plan is necessary, or managing programs/projects using project management and analytical skills.
