This position is located in the Office of Public Affairs (OPA). OPA directs and coordinates all public and employee communication activities of DOL. Position is outside the BU.

The responsibilities described below are for the full-performance level (GS-14). At the developmental grade level (GS-13), the responsibilities are similar but will be performed under closer than normal supervision. As the employee progresses, the assignments will become more difficult and complex to prepare the employee for the next grade level.

The major duties for this position include but are not limited to the following:
  • Makes recommendations regarding effective resource requirements; acquisition and use of resources; and organizational improvements that lead to internal change for improved administrative and managerial policies;
  • Advises the Administrative Officer (AO) and agency supervisors in relation to budgetary, program and organizational planning and management issues; serves as a technical expert on budget and financial management responsibilities and activities;
  • Shapes agency's strategic direction; producing practical and creative approaches to address related administrative matters such as: agency-wide goals and priorities, employee engagement, customer and stakeholder focused needs, expectations and internal change management;
  • Oversees the agency's travel program;
  • Serves as a Section 508 Program Manager; understands how to manage change for an agency-wide initiative and supports agency components through the change process in order to achieve widespread adoption and effective Section 508 conformance;
  • Manages agency correspondence, records management and Freedom of Information Act (FOIA) processes;
  • Manages agency responses to requests for information, and formulation of strategies to address audit findings conducted by the Office of the Inspector General;
  • Provides quick reaction analyses and professional writing for the agency AO and Executive staff; initiates and/or develops issue papers, analytical summaries and reports;
  • Provides both internal and external program customers and stakeholders with information and assistance with reporting requirements, contracting and procurement, labor management/employee relations issues, property, travel; space; and, telecommunications management involving OPA staff at headquarters and throughout the regions;
  • Serves as the agency Risk Lead; facilitates risk management activities, policies, practices and standards; coordinates risk identification and assessment from all agency programs and divisions.

Conditions of Employment

To qualify for this position, applicants must have at least 52 weeks of specialized experience equivalent to at least the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to high level administrative and management work. QUALIFICATIONS FOR GS-13: At least 52 weeks specialized experience equivalent to at least the GS-12 grade level in the Federal Service.

Specialized Experience includes but not limited to:
  • Experience providing authoritative advice and guidance to top management officials or stakeholders regarding resource and/or acquisition requirements that lead to improved administrative or organizational change; and
  • Managing agency correspondence, records, and/or the FOIA process to include tracking, clearing and final distribution of correspondence and/or FOIA inquiries.

QUALIFICATIONS FOR GS-14: At least 52 weeks specialized experience equivalent to at least the GS-13 grade level in the Federal Service.

Specialized Experience includes but not limited to:
  • Experience providing authoritative advice and guidance to top management officials or stakeholders regarding effective resource requirements, acquisition and use of resources and organizational improvements that lead to internal change and improved administrative and managerial policies; and
