Responsibilities

  • Please note, during the COVID-19 Pandemic, the Agency is operating in a maximum telework posture for all telework ready employees occupying a telework eligible position.
  • Serves as principal liaison and strategic advisor, planner, and consultant providing information to the Director, Deputy Director, and DLA Agency Synchronization and Operations Center (ASOC) for DLA Distribution Headquarters.
  • Monitors, integrates, synchronizes, and synthesizes DLA operations data to provide readiness and impact statements that support critical and time-sensitive strategic/operational/tactical customer matters.
  • Plans and generates information for external and internal Defense Logistics Agency senior stakeholders, including the military services, Combatant Commanders, and Office of the Secretary of Defense.
  • Develops strategic communications that leverage all available communication conduits and technologies to most effectively communicate DLA services and capabilities.
  • Provides senior leadership with carefully researched, integrated, and coordinated information that directly contributes to overall DLA strategies and contingency planning.
  • Evaluates operations, business information and performance, metrics, and processes to assess DLA supporting tasks, missions, and plans.
  • Coordinates, disseminates, and tracks operational issues and concerns from within and outside of DLA Distribution Headquarters.

Qualifications

Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
  • Resolving shortfalls or limitations to ensure an organization's ability to provide logistics support.
  • Monitoring and evaluating operations and performance to improve procedures.
  • Analyzing, advising on, or developing contingency plans.
  • Consolidating information into briefings, presentations, reports, or other forms of data visualization for presentation.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

MISSION ESSENTIAL POSITION: The incumbent of this position is designated as a "Mission Essential Employee". This requires the individual to work during an emergency to ensure continuation of essential functions. Incumbent may be required to stay in place in the event of a contingency or NEO evacuation.
