The incumbent serves as an HR management consultant and advisor to NTSB customers.

Responsibilities

As an Human Resources (Staffing & Classification) Specialist, GS-0201-12/13, you will:
  • Provides comprehensive and strategic recruitment and placement advisory services having varying complex regulatory requirements that require strategic analysis and flexibility in adapting to differing regulations and statutes, organizational structures and internal policies.
  • Analyze and evaluates current staffing situations including turnover, vacancies, and recruitment strategies to identify and forecast staffing challenges and future demands.
  • Provides guidance to management on all recruitment and placement issues, methods of recruitment of, staffing alternative and recommend innovative methods and strategies to resolve problems of job turnover or loss of skilled employees.
  • Provides authoritative position classification services for a wide range of professional, scientific, administrative and highly technical position in occupations where work processes are complex in nature.

Qualifications

To be eligible at the GS-12 level, you must possess one full year of specialized experience equivalent to the GS-11 level.
Specialized experience is defined as : Applies HR staffing and recruitment principles, concepts, laws, regulations, techniques and guidelines sufficient to support an Agency recruitment and placement program; advises managers and supervisors on policies and procedures for recruitment and staffing, job analysis, vacancy announcements and analyzes qualifications of applicants; classify General Schedule position descriptions in accordance of Office of Personnel Management position classification standards.

To be eligible at the GS-13 level, you must possess one full year of specialized experience equivalent to the GS-12 level.
Specialized experience is defined as: Performs quality control reviews on various HR documents and processes to ensure accuracy, completeness, and compliance with applicable regulations (i.e., Merit Promotion, Delegated Examining, SF- 52/SF-50s, qualifications, etc.); experience applying a wide-range of recruitment/placement concepts, practices, laws, regulations, and policies; experience advising/consulting on recruitment, staffing, payroll and compensation issues; experience providing advisory services on position management, ensuring General Schedule position classification accuracy applying position classification standards; experience preparing presentations, reports, and data summaries for senior and executive staff on research findings; and experience mentoring/training junior level specialists.
