Responsibilities

The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

As a Management And Program Analyst, you will:
- Conduct studies to assess the efficiency and productivity of management and program operations and recommend changes or improvements in work methods, policies, and procedures.
- Develop, edit and or coordinate communication documents that inform stakeholders and employees of organizational activities and accomplishments.- Serve as a point of contact between the PIH management officials and the Department's Office of the Chief Human Capital Officer (OCHCO) staff members.
- Apply qualitative and quantitative analytical techniques to fit a wide range of variables impacting PIH hiring programs and administrative services.
- Prepare oral and written reports and presentations; prepare graphs and charts that present clear, concise, and effective analytical results of evaluations and studies performed; and provide formal presentations.

  • Qualifications

    You must meet the following requirements by the closing date of this announcement.

    For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:
    -Performing a wide range of qualitative and or quantitative methods for the assessment and improvement of programs.; AND
    -Developing and coordinating new or revised policies and methods to provide support for administrative Human Resources functions; AND
    -Evaluating program administration and achievement of objectives to ensure compliance with policies and regulations; AND
    -Assessing effectiveness of programs and suggesting new customer service policies and policy changes.


    For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes:
    - Providing support for administrative Human Resources functions such as recruitment and staffing; position classification; pay
    administration; employee and labor relations; AND
    - Conducting studies or reviews relevant to organizational goals and objectives; AND
    - Preparing detailed data analysis using various data sources.
    OR
    Ph.D. or equivalent doctoral degree.
    OR
    3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
    OR
    You may qualify by a combination of experience and education. The experience may have been gained in either the public or private sector.
    Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.

    Experience may have been gained in either the public, private sector or volunteer service . One year of experience refers to full-time work; part-time work is considered on a prorated basis.     Education

    The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
