Job Announcement

This is a new position to Fairfax County Government that was just formalized in 2021. Counsels and advises the County Executive and all managers of all departments on labor relations matters including but not limited to the interpretation and enforcement of human resources policies, collective bargaining unit agreements and state and federal laws. A lso builds, maintains and promotes positive relationships with the Unions’ representatives and county leadership. Major responsibilities include being a functional area expert for collective bargaining; providing support and subject matter expertise for labor relations and collective bargaining .

Additionally, provides guidance and assistance to county employees, supervisors and managers on the full range of labor/employee relations issues; participates in the development and implementation of collective bargaining strategy in the negotiation of labor agreements; administers and interprets HR policy and procedures and related items; reviews and recommends supervisory and employee training in the area of labor relations; and supports division and agency mission.

Note: The specialized area of the position is labor relations.

Illustrative Duties

  • Expand, revise, and enhance County Human Resources systems, programs, and products consistent with County, State and Federal laws and regulations;
  • Provide consulting support to multiple business partners to proactively and creatively resolve complex Human Resources issues;
  • Lead cross-agency change initiatives throughout to improve services and meet the needs of the client agencies;
  • Collaborate with senior executives to design, develop, implement, and evaluate new human resource policies and procedures;
  • Lead cross-functional project teams;
  • Manage projects from conception through implementation using accepted project management techniques;
  • Manage the procurement process for securing Human Resources consultant support, including drafting statements of work/requests for bid, evaluating proposals, selecting a contractor, and managing projects;
  • Apply systems solutions to business problems; trains users in system functions;
  • Serve as the subject-matter expert on Human Resources trends, legislation, policy and programs;
  • Lead complex Human Resources studies with County-wide impact or of diverse, complex organizational structures and/or functions;
  • Design and lead benchmarking studies to assess County Human Resources programs and policies;
  • May supervise the work of professional or administrative staff.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in human resource management, public administration, or a related field plus four years of professional-level human resources experience including one year of specialized experience as a senior analyst within the specialized area.

CERTIFICATES AND LICENSES REQUIRED:
Not applicable.

PREFERRED QUALIFICATIONS:

Graduation from an accredited college or university with a master’s degree in Public Administration, Business Administration, Human Resources, or a related field; or a Doctor of Jurisprudence (law degree) from an accredited law school. Seven (7) years of experience in labor/employee relations and litigation, preferably in the public sector, which must have substantial experience as a primary negotiator in management-union contracts. Professional Human Resources certification.

The ideal candidate will understand, value, and appreciate the variety of opinions and positions of both labor and management; have previous experience in public sector collective bargaining, especially with contracts subject to binding arbitration; must be an effective, strategic negotiator proficient in building trust; identifying interests, not positions; and finding options for a path forward collaboratively.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position must satisfactorily complete a criminal background check.
This position is considered "essential personnel" and will be required to report to work during times designated countywide as approved for unscheduled leave regardless of the emergency situation (i.e., weather, transportation, other disaster).

PHYSICAL REQUIREMENTS:
This position requires ability to operate standard office equipment and personal computer. Ability to lift up to 10 pounds. All duties performed with or without reasonable accommodations.
