Summary

This position is located in the Department of the Treasury, Office of Privacy and Treasury Records (OPTR), Office of Privacy and Civil Liberties (OPCL). The incumbent is responsible for providing Bureau support for privacy activities. The incumbent reports directly to the OPCL Director and advises the Director, the Deputy Assistant Secretary for OPTR, and the OPTR Program Manager, as needed.

Responsibilities

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

As a Government Information Specialist, you will:
-Assist the Bureaus in establishing operational procedures that allow them to efficiently manage, report, and process PII incidents.
-Assist bureaus in the development of privacy impact assessments (PIAs).
-Assist bureaus in the development of System of Records Notices (SORNs).
-Maintain current knowledge of applicable federal and state privacy laws and accreditation standards, and monitoring advancements in information privacy technologies to assist the Bureaus.
-Provide guidance and assistance to the Bureaus as they identify and implement internal procedures relating to privacy.

    Qualifications

    You must meet the following requirements within 30 days of the closing date of this announcement.

    For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service which has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes:

    - Reviewing privacy compliance documentation drafted by others to ensure compliance with the Privacy Act of 1974 and/or Section 208 of the e-Government Act. Examples of this could include, but are not limited to reviewing Privacy Impact Assessments (PIA), Privacy Act Statements (PAS), and Privacy Act System of Records Notices (SORN) drafted by others to ensure the proper implementation of applicable laws, regulations, legal decisions, policies, procedures and/or directives; AND
    - Ensuring that completed privacy compliance documentation reflects identification of all relevant privacy issues. Examples of this include but are not limited to identifying applicable and civil liberties laws, policies and regulations, and ensuring technically authoritative written responses in the required privacy documentation. AND
    - Obtaining approval of the Office of General Counsel and agency officials for completed privacy compliance documentation. Examples of this include, but are not limited to working with senior management and/or legal counsel during internal review processes to address comments and/or concerns they raised regarding a PIA, PAS and/or SORN you reviewed and/or approved, and ensuring the publication of the privacy documentation as required by law or agency policy.

    For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service which has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes:

    - Drafting privacy compliance documentation to ensure compliance with the Privacy Act of 1974 and/or Section 208 of the e-Government Act and submitting the documents to your supervisor or others for review and clearance. Examples of this could include, but are not limited to personally drafting PCLIAs, PASs and/or SORNs (for example, using an agency approved template); AND
    - Facilitate or assist the completion of privacy compliance documentation. Examples of this could include, but are not limited to working with a system or project owner or other staff to gather the facts and legal authorities necessary to draft a SORN, PAS, or PIA, and answering a system or project owner or other staff members' questions regarding the specific content necessary to complete the relevant privacy documentation; AND
    - Conducting research and providing technical advice and guidance related to privacy issues as a team member in a privacy program.

    Time in Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13, you must have been at the GS-12 level for 52 weeks. For the GS-12, you must have been at the GS-11 level for 52 weeks.
